The application site represents the curtilage of Close Jairg, Old Church Road, Crosby. The property is a substantial detached dwelling which faces West opposite the playing fields.
The application site is located within an area identified as being of High Landscape or Coastal Value and Scenic Significance by the 1982 Development Order. The site is not within a Conservation Area. Paragraph 8.12.2 of the Isle of Man Strategic Plan 2007states: "As there is a general policy against development in the Island's countryside, it is important that where development exists, either in an historic or recently approved form, it should not, when altered or extended detract from the amenities of the countryside. Care therefore, must be taken to control the size and form of extensions to property in the countryside. In the case of traditional properties, the proportion and form of the building is sensitively balanced and extensions of inappropriate size or proportions will not be acceptable where these destroy the existing character of the property. In the case of non-traditional properties, where these are of poor or unsympathetic appearance, extensions which would increase the impact of the property will generally not be acceptable. It may be
preferable to consider the redevelopment of non-traditional dwellings or properties of poor form with buildings of a more traditional style and in these cases, the Department may consider an increase in size of the replacement property over and above the size of the building to be replaced, where improvements to the appearance of the property would justify this."

REPRESENTATIONS Marown Parish Commissioners have chosen to make no comment on this planning application due to an issue with the public notice sign.
The Department of Transport Drainage Division have issued a note relating to the discharge of surface water.
The Department of Transport Highways Division have no objection to the application. We have received no privately written representations in relation to this application.
THE PROPOSAL The application seeks approval for the construction of a single storey extension to the rear elevation of the dwelling adjacent to the existing kitchen to create additional living space.
ASSESSMENT The proposed extension is considered to comply with the provisions of the general policy as set out within Paragraph 8.12.2 of the Isle of Man Strategic plan in that they would not have an adverse impact on the amenities of the countryside or the neighbouring properties. The rear elevation is well screened from any public thoroughfares or surrounding properties. The extension is in proportion to the existing dwelling and the materials proposed would ensure the extension would be in-keeping.
The notes suggested by the Department of Transport Drainage Division are not material planning considerations and for that reason are not attached to the report, as part of the recommendation.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the creation of an extension to the rear elevation as shown in drawings and information 597/001, 597/003, 597/004, 597/005 and photograph submitted and date stamped 19th May 2008.
The external finishes of the extension must match those of the existing building in all respects.
