General Policy 3
GP3 prohibits development outside zoned areas except specific cases including previously developed land where redevelopment reduces landscape impact and improves the environment. The officer assessed the site as previously developed with the stable block now redundant; the proposal replaces it with a structure of similar scale and traditional design, justifying exception despite rural location. Tension arose from lack of explicit support for new detached home offices, but garage dominance and replacement nature tipped balance.
Business Policy 7
BP7 requires new office floorspace in town centres on zoned land, but allows home working without staff or callers if no residential detriment. The study was assessed as personal residential use only (no commercial), ancillary to the dwelling, though policy expects such within existing property; exception granted due to site constraints and garage primacy.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

Landscaping scheme
No development may commence until there has been approved by the Planning Authority a scheme of landscaping which includes indications of all existing trees and hedges within the site and details of any to be retained together with measures for their protection during the course of construction. The planting scheme should provide screening of the site as viewed from the A3 in order to reduce the impact of the approved building. All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
