Site
The dwelling 22 Croit Ny Kenzie Close, Andreas, is part of a pair of single storey properties which are located on the southern side of Croit Ny Kenzie Close, which is a residential cul-de-sac.
The boundary treatment around the site consists of a 1.8 metre high timber fence.
Land Use Zoning
The application site is within an area recognised as being an area of 'predominately residential use', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; or within an area zoned as High Landscape or Coastal Value and Scenic Significance.

Proposal
The application proposes the erection of detached garage and extension to driveway. The garage would have a width of 6 metres, a depth of 6 metres and a ridge height of 4 metres.
Representations
Andreas Parish Commissioners:- No objection Highways Division:- Do not oppose The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Authority has received no privately written representations objecting to the application.
Assessment / recommendation
The proposal would have little or no impact upon the visual amenity of the surrounding locality, nor would the proposal have a detrimental impact upon the character of the property of have a significant adverse impact to the detriment of residential amenity of the neighbouring residential properties, due to the size and location in relation with the neighbouring properties.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:-

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the garage and driveway alterations as proposed in the submitted documents and drawings 01056/1, 01056/2 and 01056/3 all received on 27th May 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. There must be NO discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
It is noted that the surface water from the property is to be discharged via a soakaway. The use of soakaways are subject to Building Control approval and if this approval is not granted, the Drainage Division would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.
