RB/5 Alterations and Extensions
Policy requires special regard to desirability of preserving Registered Building, its setting, or features of special architectural/historic interest; presumption against alterations/extensions unless convincing case made with full impact information. Officer and Conservation Officer assessed attached garage and window-to-door alteration, finding stone facing to match, contemporary doors, design/massing/location/materials preserve character/setting. Relied on prior Inspector's view of similar garage as satisfactory; cumulative effects considered but not harmful given phased applications.

No ObjectionDo Not Oppose
The Planning Committee approved planning permission (08/00716/GB) and Registered Building Consent (08/00717/CON) for alterations and erection of an attached garage at The Old Sail Loft, a Registered Building No. 203. Mr B O'Friel appealed both approvals, arguing harm to the building's character, structural risks to a retaining wall, and public safety issues. The applicants and Committee defended the scheme as compliant with Policy RB/5, supported by Conservation Officer advice and structural reports. The Inspector found the garage and window alteration preserved the character and setting of the Registered Building, with no significant structural harm, and recommended dismissal. The Minister accepted the recommendation, confirming the approvals.
Precedent Value
Demonstrates that Inspector support for prior similar schemes carries weight; detailed technical reports and Officer pre-agreement strongly persuade on Registered Building appeals. Future applicants should secure Conservation Officer buy-in and phased permissions.
