Officer’s Report
The Site
The application site comprises an area of land to the north of the Mountain Road, at the 26th Milestone. The site is currently used as a car park in association with the TT race and forms a hardcore area with post and wire fencing which extends along the front of the site outside of the TT races.
Planning Status
The site is located adjacent to an area zoned as High Landscape Value and Scenic Significance within the 1982 Development Plan Order.
Planning History
There are no previous applications considered relevant in the consideration of the current proposal.
The Proposal
The application seeks approval to extend the existing car park area to the north and east of the site with an additional 5 m to the north and 7 m to the east. The applicant advises that the car park would be used during the TT and Manx Grand Prix (MGP) periods and will be accessed by TT and MGP Marshals only. The car park will be fenced off to prevent public access outside of practice and race periods and the finished surface material would be as existing which is a hardcore base material.
Representations
At the time of writing this report, no representations have been received.
Assessment
The application seeks approval to extend the existing car park area by the low level in-filling of areas to the north and east to provide a level car parking area. Work in connection with the proposal has commenced on site in order to facilitate the works in time for the start of the 2008 TT. Given that the area is currently used as a car park, it is not considered that the extension of this area would result in adverse visual impact sufficient to warrant the refusal of the application.
Recommendation
It is recommended that the application be approved.
