Officer's Report
The Site
The site represents the curtilage of an existing residential property located at the northern end of Booilushag, a modern estate of detached properties located on the eastern side of Maughold, to the south of Maughold village. The property is a large one which sits in a sizeable plot.
The existing property is a two storey property with large expanses of flat roofing and a three vehicle flat roofed single storey garage. The main core of the dwelling has a shallow pitched roof.
Planning Status
The site is within an area designated as Residential on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
Planning permission was sought for alterations and extensions under PA 07/0752. This proposed the provision of pitched roofing over the flat roofed parts of the property and the increase in the pitch of
the roof on the core part of the building. The garage was to be increased in height to provide accommodation above.
The Proposal
Proposed are modifications to the approved scheme, still providing a pitched roof over the property and building the garage up to provide additional accommodation. In place of smooth render, selfcoloured render is to be used, additional windows proposed in the side of the garage, changes to the glazing previously proposed, including the introduction of additional walling above the garage ceiling to increase slightly the amount of accommodation available above.
Representations
Manx Electricity Authority recommend a note regarding the provision of water supplies to the development, which is not a planning matter and should not be referred to in the decision notice.
Department of Transport Highways and Traffic Division indicate that they have no objection to the proposal.
Assessment
The proposed changes affect only slightly the impact of the scheme which already has permission. The alterations will generally improve the appearance of the property, albeit increasing the visual impact through the increase in height, although this already has permission.
The scheme is considered acceptable.
Party Status
Are or represent statutory authorities and as such should be afforded party status in this case. Higweps Divisa, Menyasa Comsers The Manx Electricity Authority raise issues regarding working practices around existing supplies, which are not material planning considerations and as such the MEA should not be afforded party status in this instance.
