The application site represents the curtilage of 6 Bowling Green Road, Castletown. The property is a three storey terraced dwelling located on the south eastern side of Bowling Green Road.
The site is located within an area identified as Predominantly Residential use on the 1991 Castletown Local Plan. The site is not within the Conservation Area. The application is for the replacement of windows and as such is to be assessed with regard to Planning Circular 1/98 'The Alteration and Replacement of Windows', specifically Policy 7 part i) 'Buildings in an Urban Setting', which states: "In an individual building, or group of buildings, whose principal elevations are readily visible from a public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can take place without permission, and will be encouraged by the Department. If repair is impracticable or the windows are not the originals, the preference will be for replacement windows on the said principal elevations, to have the same method of opening as the originals. Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.
Windows not part of the principal elevations and which are not readily visible from a public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening method of opening, whatever the material used in their construction."
The following previous planning applications are considered relevant in the assessment and determination of this application:
99/01678/B - Installation of uPVC windows to replace existing to rear of dwelling. Permitted 8th February 2000.
The application seeks approval for the replacement of the existing timber-framed sliding sash windows on the front elevation with uPVC sliding sash windows.
The Department of Transport Highways Division have indicated no objection to this planning application.
Castletown Commissioners have indicated no objection to this planning application. We have received no privately written representations in relation to this planning application.
Planning Circular 1/98 states that the replacement windows on a property of this age and location should preferably have the same method of opening as the original windows which in this instance is sliding sash. The proposed windows do comply with this. Planning Circular 1/98 does not require that the original material is used in replacements and as such uPVC is considered to be an acceptable material. The proposal does fulfil the requirement that the original glazing bar pattern is replicated.
It is recommended that the application be permitted.
