The Site
The application site represents the curtilage of 11 Brookfield Terrace, Foxdale, a two storey, mid terrace property located on the eastern side of the road.
Planning Status
The application site is located within an area identified as being Predominantly Residential Use by the Foxdale Local Plan (Planning Circular 5/99). The site is not within a Conservation Area however the Foxdale Local Plan identifies the Terrace as being "Buildings of Interest" and Policy F/P/RB/2 states: "All of the buildings referred to in paragraphs 8.2-8.8 inclusive must as far as is possible, retain their original features and appearance."
Brookfield Terrace is included in Paragraph 8.4 and as such this policy is relevant to this application.
Planning History
Planning application 08/00365/B sought approval for the removal of render on front and rear elevations of the property. This was permitted.
Representations
Patrick Parish Commissioners have not commented on this application. The Department of Transport Highways Division has made no comment on this application.

The Proposal
This application seeks approval for installation of replacement windows to the front and rear elevations of the property. The new windows would be PVC sliding sash. The existing windows are a mixture of timber sliding sash and PVC casements.
Assessment
Paragraph 8.4 of the Foxdale Local Plan describes how some of the properties alongside the A3 road, which includes Brookfield Terrace, have been the subject of unsympathetic development, including rendering of the original Manx stone facades. This application would reintroduce the original method of opening to the windows and as such would represent an improvement to the character of the property and the terrace as a whole.
Recommendation
It is recommended that the application be approved.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the replacement of the existing windows to the front and rear elevations of 11 Brookfield Terrace with PVC sliding sash windows as shown by the plans and information Location Plan and Photographs submitted and date stamped 25th February 2008 and Window Detail 08/00364/B submitted and date stamped 19th May 2008.
C 3. The approved replacement sliding sash windows must be fitted with decorative horns.
