SITE The application site forms the residential curtilage of Gollane, Clenagh Road, Sandygate, Ramsey, which is a single storey detached property located on the eastern side of the Clenagh Road and the south of the Sandygate crossroads.
LAND USE ZOING / PLANNING POLICY The application site is within an area recognised as being an area of 'woodland' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; nor is the site within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The following planning application is considered relevant in the assessment and determination of this application.
Erection of a detached garage and alterations to existing vehicular access - 08/00429/B - PENDING CONSIDERATION
PROPOSAL The application seeks approval the extension to north elevation. The extension would have a rear projection of 7.5 metres and a width of 5.5 metres.
Jurby Parish Commissioners:- No objection Highways Division:- Do not oppose The Authority has received no privately written representations objecting to the application.
Housing Policy 16: The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public.
The property is a fairly modern property, and therefore not traditionally in appearance. The extension is a fairly large extension to the property; however, it is not considered the proposal would have any adverse visual impacts upon the dwelling, nor upon the appearance of the surrounding countryside, due to the design, height of the extension and as the boundary treatment around the site, particularly along the western boundary which fronts the adjacent highway would act a natural screen and therefore significantly reduce the visual impact.
The proposal would require two trees to be removed, which needs consideration as the site is zoned within a woodland. However, the trees to be cut down are not large mature trees and the loss of the trees would not have a significant impact upon the surrounding locality or upon the woodland, which would still retain more mature and larger trees within the application site. For this reason it is consider the proposal would comply with Environmental Policy 3.
For these reasons the proposal would be inappropriate in this location and therefore it is recommended the application be approved

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the extension as proposed in the submitted documents and drawings 07 0194/1, 07 0194/2 and 07 0194/3 all received on 4th March 2008.
The external finishes of the extension must match those of the existing building in all respects.
