Planning statement on behalf of the Department of Local Government and the Environment.
The Application Site And Proposed Development
The application site comprises of land located within Jurby Industrial Estate, Jurby, as defined by the red line on drawing no. 01 date stamped the 20th March 2008.
The proposed development constitutes amendments to the development approved through previous planning application 07/01457/B. The amendments comprise of alterations to the access points on the new road, highway lighting and positions of soakaways.
Planning History
The application site and surrounding area has been the subject of a number of previous planning applications, one of which is considered specifically material to the assessment of this current planning application:
Planning application 07/01457/B sought approval for the creation of a new access road through estate with new and upgraded accesses to the A14 and A10 roads, Jurby Industrial Estate, Jurby. This previous planning application was considered and approved, in accordance with the recommendation of the appointed Planning Inspector, by the Council of Ministers on the 12th December 2007. A copy of the decision letter and report of the appointed Planning Inspector is attached as appendix 1 to this statement.
Planning Policy
In terms of land use planning the application site is located within land that is designated as airfield under the 1982 Development Plan Order. Part of the application site is also located within a wider area of land that is classified as being of high landscape or coastal value and scenic significance under the 1982 Development Plan Order.
In terms of strategic plan policy, although the Isle of Man Strategic Plan contains policies identifying general planning considerations that are applicable to the assessment of a planning application it is considered that there are no specific policies within the plan that are material to the assessment of this current planning application.
Assessment
The development proposed by the planning application is considered to represent relatively modest amendment to the development granted planning approval through previously planning application 07/01457/B. As such it is concluded that there is little adverse harm arising from the proposed development and it is recommended that the planning application be approved subject to the following conditions:
- The development hereby permitted shall commence before the expiration of four years from the date of the notice.
- This approval relates to drawing no.s 01 and C001 rev. C date stamped the 20th March 2008.
