The application site forms the residential curtilage of The Old Coach House, Lhen Road, Bride, which is a two storey detached property located on the western side of the Lhen Road.
The application site is within an area recognised as being an area of 'existing residential use", under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
The following previous planning applications are considered relevant in the assessment and determination of this application:
Erection of conservatory on rear elevation - 04/02415/B - APPROVED
The application seeks approval for the erection of extension to the rear elevation of the dwelling. The extension would have a rear projection of 3 metres, a width of 17.7 metres and a maximum height of 3.8 metres.
Highways Division:- no objection The Chief Fire Officer request that an informative note be attached to any approval decision notice. The Drainage Division request that an informative note be attached to any approval decision notice. The Authority has received no privately written representations objecting to the application.
The proposed extension to the rear elevation is a sizeable extension due to its width. However due to the rear position of the extension and due to the boundary treatment along the front elevation of the dwelling (approx 3 metre high mature hedgerow) the proposal will not be apparent from the public highway. Additionally the extension has been designed to be in keeping with the existing property.
The proposal will have no adverse impact upon the residential amenity of the neighbouring property "St Bridgets Rectory", due to the significant difference in ground levels, due to the existing boundary treatment and as the extension projects only 3 metres. For these reasons the proposal would be appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the rear extension as proposed in the submitted documents and drawings 719-01, 719-02 and 719-03 received on 5th February 2008. Qw:in
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 2. There must be No discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
The application states that the surface water from the proposed development is to be discharge to the "existing drainage". If this "existing drainage" discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.
Note: The applicant is requested to supply the Division a copy of any Building Control Application in relation to the surface water discharge from this development.
