Housing Policy 13
Requires at least three walls standing to eaves level and structurally capable of retention for renovating abandoned rural dwellings using remaining fabric. Officer noted approval relied on this for prior schemes with engineer's confirmation of retainability; post-approval enforcement highlighted breach as only one wall (south front) remained, making it contrary without policy departure justification.
