Site
The application site comprises of No. 6 Albert Street. To the east of the application site is No.4 Albert Street, while to the west is No. 8 Albert Street. The application site is located within a Conservation Area. The site is zoned for residential/office uses within the Douglas Local Plan.
Proposed Development
The application is seeking planning permission to install casement window in the two dormer outlets on the front elevation of the building.

Assessment
ASSISTANT CONSERVATION OFFICER'S SUPPLEMENTARY REPORT The property is located within the Windsor Road section of the upper Douglas Conservation Area designated in 2003.
In considering this application with regards to the fitting of white uPVC casements to the dormer windows, I have taken into account the previous planning application 07/01249/B in which permission was permitted for the fitting of white uPVC sliding sashes
This property no longer retains its original timber sliding sash windows to the principal elevation. Given that this property lies within an established Conservation Area, as defined within Planning Circular 1/98 and the neighbouring properties currently have timber sliding sashes, it is the preference of the Conservation Section to retain/maintain the architectural character of the area.
As the permitted uPVC replacement windows to the principal elevation are sliding sashes, which at least stylistically they will conform to those of its neighbours, changing the dormer windows to casements would result in a mismatch of styles. The overall result would be one of further 'watering down' of the original architectural features that combine to form a Conservation Area.
Given the reasons outlined above, and having liaised with the Conservation officer, the proposal to fit uPVC casement dormer windows must be refused.
Recommendation
It is recommended that the application be refused for the above reasons.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

The proposed windows would be contrary to General Policy 2 and Environment Policy 35 of the Isle of Man Strategic Plan 2007 in that the windows would result in a mismatch of window styles with the uPVC sliding sash windows approved for the front elevation of the building under Planning Permission 07/01249/B and would affect the character and appearance of the Conservation Area.
