SITE The application site forms the residential curtilage of Hillside, Ballaragh, Laxey, which is a two storey detached property located on the eastern side of the Ballaragh Road and the northeast of the Laxey Village.
LAND USE ZOING / PLANNING POLICY The application site is within an area recognised as being an area of 'Whiteland' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; bit is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
There are no previous planning applications which are considered relevant in the assessment and determination of this application.
PROPOSAL The application seeks approval alterations and extensions. The application proposes two extensions, the first being a single storey rear extension which would have a rear projection of 3.8 metres and a width of 5.2 metres. The second extension is part two storey, part single storey, to the side and rear of the dwelling which replaces an existing single storey structure. The extension would have a maximum side projection of 5.4 metres and a total width of 5 metres.
REPRESENTATIONS Lonan Parish Commissioners:- Approve Highways Division:- Do not oppose The Chief Fire Officer request that an informative note be attached to any approval decision notice. The Authority has received no privately written representations objecting to the application.
ASSESSMENT / RECOMMENDATION Starting with the single storey extension to the rear elevation, the proposal is modest in size and is designed to be in keeping with the traditional appearance of the existing dwelling, exception to this is the large glazed window to the southeast elevation, however this aspect is considered to be acceptable, especially as the proposal would not be seen from the adjacent public highway.
The proposed side/rear extension again is modest in size and replaces an existing structure of similar size. The boundary treatment along the western boundary of the site would certainly reduce the appearance of the proposed extension, however even without the boundary treatment in place, as the extension is in keeping with the traditional appearance of the property and due to the size of the extension it is considered acceptable.
For these reasons the proposals would be appropriate in these locations and therefore it is recommended the application be approved

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the alterations and extensions as proposed in the submitted documents and drawings 07028601,07028602 and 07028603 all received on 27th February 2008.
The external finishes of the extension must match those of the existing building in all respects.
The roof(s) must be finished in natural slate or a high quality imitation slate which must be approved by the Planning Authority PRIOR to the commencement of works.
The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
