General Policy 2
Requires development to respect site/surroundings in scale/form/design, provide satisfactory amenity/standards including parking/access, and not adversely affect locality amenity. Officer found parking relaxation acceptable due to Registered Building re-use and public transport proximity but amenity/outlook failed tests for flats 1/3.
Environment Policy 31
Presumption against removal of Registered Building from Register. Not relevant as proposal retains/re-uses the building.
Environment Policy 32
Prohibits extensions/alterations detrimentally affecting Registered Building character. Internal works assessed but found unjustified.
Environment Policy 33
Permits change of use only if appropriate and non-detrimental to character. Conversion to apartments deemed inappropriate due to impacts.
Housing Policy 17
Permits conversions to flats if pleasant outlook from principal rooms, adequate space/amenity/parking. Failed on outlook/light for flats 1/3 principal rooms; parking relaxed but not decisive.
Do not oppose
Local residents and Ramsey Town Commissioners objected to the conversion of a registered building in a conservation area into three apartments, citing concerns over heritage impacts, inadequate parking, sewerage capacity, fire risk, and market demand.
Key concern: inappropriate for Registered Building in conservation area
Mr & Mrs J R Jopson (on behalf of residents of Albion Terrace)
ObjectionTo change the use of this house goes against every thing that we have been told that we can do to alter the internal appearance of the houses on this terrace.; The plans for conversion to 3 apartments only shows parking space for 2 vehicles, this will be inadequate as there could be 3 vehicles for 3 apartments.; To put and extra two systems onto the existing sewerage line could over capacitate it as it is a joint sewerage and water system.
Ramsey Town Commissioners
ObjectionIt is considered that this application is inappropriate, particularly for a Registered Building and could set an undesirable precedent for further dwellings within the Terrace. Poor car parking provision has also been indicated as part of this application.
