The application site represents a terraced building located at 21 Michael Street, Peel situated on the north side of the street. It is made up of an operational bakery on the ground floor (Muffins) and flats to the first and second floor. The building, which is occupied, abuts the kerb to the front elevation.
The Peel Local Plan, (Planning Circular 6/89), identifies the site as being within an area of Mixed Use. The application site is also located within the Peel Conservation Area and as such is subject to tighter planning controls and obligations in respect of property alterations.
The following previous planning applications are considered relevant to this application:
Planning application 00/00585/B sought permission to create access to the rear of 21 Michael Street, Peel. This was initially refused but subsequently permitted at review.
Planning application 04/00476/B sought permission of the Installation of hardwood sliding sash windows to replace the existing on the first floor windows of 21 Michael Street, Peel. This was permitted.

Planning application 07/00332/B sought permission for the installation of dormer windows to the front and rear elevations of the building. This application resulted in a split decision at appeal with the rear dormer being approved and the front dormer being refused. The reason for refusal for the proposed dormer to the front elevation stated: "The proposed dormer would have a discordant and unbalancing effect on the simple appearance of the upper part of the front of this traditional building: the development would thus fail to preserve or enhance the character or appearance of the Conservation Area."
Planning approval is now sought for the installation of a dormer window to the front elevation. The proposed dormer has been redesigned with the eaves line being retained. The window of the dormer would be square rather than being horizontally proportioned.
Peel Town Commissioners have considered this application and recommend approval. The Department of Transport Highways Division has not commented on this application. There have been no privately written representations received in relation to this application.
The proposed dormer is considered to effectively overcome the issues raised by the previously refused scheme in that the dormer would be confined to the roof and as such would not break the eaves line. The window proportions are also considered to be more sympathetic to the Conservation Area context. It is considered that this proposal would preserve the character and appearance of the Conservation Area and accordingly it is recommended that this application be approved..
It is recommended that the application be approved.
