Officer's Report
The proposed conservatory is set to the rear of the property and therefore will not be visible from Stonecrop Grove; however, the proposal will be partially visible from public Hillberry Road, which abuts the rear boundary of the application site. Other properties within Stonecrop Grove have already erected rear extensions or conservatories, which are visible from Hillberry Road. I consider this proposal will not adversely affect the visual amenities of Hillberry Road.
In respect of the impact on No. 11 Honeysuckle Lane, the proposal is set off the boundary and some distance away from the rear elevation of the property. It is considered the proposal will not any significant harm to residential environment of No. 11 from overshadowing.
In terms of overlooking, the proposed conservatory is set 1.6 m off the boundary of the No. 11 Honeysuckle Lane. There is some landscaping running along the boundary; however, this landscaping is control by the occupants of No. 11 and can be removed at anytime. I consider it would be appropriate to attach a condition requiring the northwest facing elevation of the conservatory to be obscure glazed so to ensure that overlooking does not occur.
In respect of the impact on No. 10 Stonecrop Grove, the proposal is set off the boundaryof the neighbouring property by 5.3 m . It is considered the proposal will not any significant harm to residential environment of No. 10 Stonecrop Grove in terms of overlooking.
I therefore recommend that planning permission be granted subject to conditions.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the erection of a rear conservatory as shown in drawing number 1358-01 date stamped 23rd January 2008-03-10.
C 3.
No facingmaterials shall be used other than materials similar to those used on the existing building.
C 4.
The windows and doors to be formed in the northwest facing elevation of the conservatory shall only be glazed or re-glazed with obscure glass.
