Measures must be in place during construction works to safeguard the watercourse from run-off and sedimentation.
The site defined in blue represents the curtilage of the Southern 100 headquarters building situated at the junction of Arbory Road and the By Pass (A5). The site accommodates the headquarters building and car parking.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance.

The headquarters building was permitted under PA 92/1635.
Proposed now is an extension to the building to provide a shower block. The extension is on the rear of the property, extending it slightly beyond the existing annex on the northern side of the rear elevation. The extension will be finished to match the existing.
Arbory Parish Commissioners indicate that they have no objection to the application. Department of Transport Drainage Division recommend conditions regarding drainage Department of Agriculture, Fisheries and Forestry Inland Fisheries make representations regarding the distance of the proposed extension from the watercourse.
The form and appearance of the proposed extension is unobjectionable, the principal issue is the space between the rear of the building and the adjacent watercourse - space which will be reduced by the erection of the proposed extension from around 6 m to closer to 4 m , daff recommend that at least 8 m is available to protect the integrity of the river bank and ecology therein.
The applicant has discussed the proposal with daff who have inspected the bank and are now prepared to set aside the required distance in this case.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Department of Agriculture, Fisheries and Forestry represent a statutory authority and raise issues which are relevant in the consideration of the application and as such should be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the extension of the premises as shown in drawings SH-001 - 004 inclusive all received on 31st January, 2008.
C 3. There must be no discharge of surface water to the main foul sewer. C 4. The external finishes of the extension must match those of the existing building in all respects. C 5. The development must retain at least 3 m between the extension and the river bank. NOTE: the applicant should take all available precautions to avoid water pollution of the watercourse from surface run-off and sedimentation.
