Site
The application site is the residential curtilage of Thie Y Chleree, Maughold, which is a two-storey detached property which is located within the center of Maughold Village.
Land Use Zoning
The site has been zoned under the Isle of Man Development Plan Order 1982 as being within an area of 'white land' not zoned for development; the site is within a Conservation Area, and is also zoned within an area of High Landscape Value or Costal Value and Scenic Significance.
Proposal
The application proposes the installation of replacement windows and doors. The front elevation of the replacements would be timber sliding sash, whilst the windows to the side elevation would be a mixture of UPVC sliding sash and UPVC casement windows.
Representations
Maughold Commissioners:-
The view of the Commission was that sliding sash windows in wood to the front of the property are an acceptable option; as are timber doors.
It was agreed that comment on the proposals for the replacement of the remainder of the windows should be left to the discretion of the Conservation Officer and the Planning Officer.
We have received no privately written representations objecting to the application.
Assessment / recommendation
The site is within a Conservation Area; therefore the applicant has proposed timber sliding sash windows to the front elevation, which is the most prominent elevation when viewed from the public highway, therefore from this aspect the proposal is acceptable.
The western elevation is proposed to be uPVC casement windows which would replace windows of similar style, and would not be overly apparent from the public highway. The proposed windows would be visual beneficial to the property.
The eastern elevation would have a number of different styles of windows; this is due to different sizes of the existing window apertures. The eastern elevation is not seen from the public highway and the proposal would not have a significant visual impact to the detriment of the property or upon the Conservation Area to warrant a refusal on these grounds.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the window alterations as proposed in the submitted documents and drawings P03 and P04 all received on 31st January 2008.
N 1. The Applicant is recommended to contact the Departments Conservation Officer with regard to possible grant assistance for the proposed timber sliding sash windows to the south elevation of the dwelling.
