Officer's Report
The Site
The site represents the residential curtilage of an existing detached dwelling situated on the south eastern side of Perwick Road. The property has existing dwellings on each side and undeveloped Open Space to the rear.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as part of the golf course although the site and its neighbours is established residential development.
Planning History
Since the erection of the dwelling under PA 01/2147, permission was granted retrospectively for deviations from the approved plans (PA 04/1039).
The Proposal
Proposed now is the erection of a garden shed on the north eastern boundary alongside number 2, Perwick Road. There will be 120 mm between the edge of the shed and the boundary and the eaves and guttering will overhang the boundary which is shown as a fence with hedging on the neighbour's side. The shed will be 2.7 m from ground to apex and stepping up to sit on the higher ground level alongside the boundary. the shed will be 6.5 m long and will terminate at the rear elevation. The shed will be finished in timber cladding with a polycarbonate roof.
Representations
Port St. Mary Commissioners indicate that they have no objections to the proposal.
Assessment
The shed will be very close to the boundary but with its eaves level closest to the boundary. However, the property is already close to the boundary with the adjacent property and is unlikely to have an adverse impact on the adjacent property. It should be noted that the shed is only marginally taller and larger than would be allowed under the Town and Country Planning (Permitted Development) Order 2005 without planning permission provided that there is no other shed within the curtilage.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
