The Site
The site defined in red represents a roughly rectangular piece of land situated on the south western side of Balthane Road - the access from Douglas Road into Balthane Industrial Estate and onward to Turkeyland Quarry. The site presently accommodates a number of agricultural buildings including a large portal framed shed which has been significantly damaged by weather and which is visible from the highway. Defined in blue is the applicant's residential property across the road.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Industrial.

Proposed here is the replacement of the existing building with a new portal framed, sheeted structure finished in grey sheeting. The building is the same size as that being replaced but of a significantly better appearance. The building is described as being for agricultural purposes but could also be easily used for industrial purposes in keeping with the character and prevailing use in the vicinity.
Representations
Malew Parish Commissioners indicate that they have no objection to the proposal.
Department of Transport Drainage Division recommend a condition relating to the disposal of surface water.
Assessment
The proposed building will have no more significant impact than the existing in terms of appearance but will vastly improve the appearance of the site as the building is new and in good repair.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a replacement dwelling as shown in drawings 01 and 02 and 3654-01 all received on 7th December, 2007.
