The Application Site
The application site comprises the residential curtilage of Loughen E Yeigh Farm, Bayr Ny Hayrey, Lezayre, which is a two storey detached property, sited west of the Garey Ford.
Land Use Zoing / Planning Policy
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.

Proposal
The application proposes the erection of a conservatory. The conservatory would have a length of 10.2 metres, a depth of 4.1 metres and sited on the western elevation of the dwelling.
Planning History
The application site has been the subject of a number of previous planning applications, none of which are considered specifically material to the assessment of this current planning application.
Representations
Lezayre Parish Commissioners have recommended a refusal on the grounds that conservatory looks more like a green house and is not in keeping with the surroundings.
The Authority has received comments from a Mr P Sadd, a former owner of the property.
Planning Policy
The existing dwelling is not a traditional Manx property; the property has a fairly standard design within substantial grounds which are surrounded by vegetation which acts as a natural screen. The property from the public highway (A3) is completely screened, and the alterations indicated within this submission would only be apparent when visiting the property.
The proposed conservatory would be substantial in size however as stated above the proposal would not be apparent from the public highway, additionally it is not considered that the proposal would be out of keeping, particularly as the property is not of a traditional design, but a fairly modern dwelling in appearance.
Recommendation
Due to these reasons it is considered that the proposal would be appropriate in this location and the application is therefore recommended for approval.
