Officer’s Report
THE SITE 1.1 The site is the curtilage of an existing mid terraced dwelling in Malew Street, Castletown.
1.2 The property No. 38 has an existing solid panel barn style timber door on the front elevation with a small window in the upper part.
THE PROPOSAL 2.1 Proposed is the replacement of the existing door only with a four panelled door finished in composite with solid base and two glazed panels to the upper.
PLANNING HISTORY 3.1 The dwelling has been subject to a number of previous applications relating to replacement windows and replacement roof, although none considered to be materially relevant in this specific case.
PLANNING POLICY 4.1 The site lies within an area designated on the Area Plan for the South 2013 as 'Residential' and also within the Castletown Conservation Area. In terms of strategic policy, the Isle of Man Strategic Plan 2016 contains three polices relating to visual and amenity impact of development and whether the works are appropriate for the age of the building and whether they preserve or enhance the character and appearance of the Conservation Area (General Policy 2, Environment Policy 34 and Environment Policy 35).
4.2 Furthermore the Departments recently released Residential Design Guidance 2019 provides advice on the design of new houses and extensions to existing property as well as how to assess the impact of such development on the living conditions of those in adjacent residential property, and Planning Policy Statement 1/01 sets out guidance on development within Conservation Areas which advises that the special character of the building should be taken in to account in the determination of development proposals.

5.2 Department of Infrastructure Highway Services- No Highways Interest (31/12/2022).
5.3 No comments received from neighbouring properties.
ASSESSMENT 6.1 Windows and doors are often the most important element in any façade and can often help gauge the age and/or purpose of a building. In the case of this application, it is clear that there is a mixed approach to doors in the immediate area and the existing door is not of such a style or design to warrant its retention or protection here. The proposed replacement door would likely have an overall negligible impact on the overall appearance of the dwelling and the streetscene and likely to preserve the overall character and quality of the wider Conservation Area in line with EP35.
CONCLUSION 7.1 The application accords with General Policy 2 (b, c, g) and Environment Policy 35 of the Isle of Man Strategic Plan 2016 and Planning Policy Statement 1/01.
