The Site
The site represents the curtilage of the Eurocars dealership situated on the western side of Peel Road just to the north of Pulrose Bridge. The site accommodates a number of buildings - two workshops and two indoor showrooms and a large area of parking and external car display.
Planning Status
The site lies within a wider area of Light Industrial use on the Douglas Local Plan of 1998, stretching from Hills Meadow to the fire headquarters.
Planning History
The site has been the subject of a number of applications for alterations to the buildings and for the installation of signage, none of which is particularly relevant to this application.
The Proposal
Proposed here is the installation of new Renault signage on the building furthest from Pulrose Bridge and the workshop in between together with a free standing totem sign near the entrance onto Peel Road but set back from the road and footway so as not to interfere with visibility for those exiting the site.
The signs are to be internally illuminated.

Assessment
The signage is generally upgrading and modernising what is already on the site. Whilst there is to be internal illumination, some of the existing signs are already illuminated and there are other illuminated signs along Peel Road - Waltons and McDonald's for example. The site plan is diagrammatic and not accurate.
The applicant has provided a clearer site plan which illustrates that the free-standing sign is to be 4.5m from the edge of the kerb and will not block visibility at the entrance.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.
a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.

This approval relates to the installation of signage as shown in the plans received on 1st November, 2007 and the site plan received on 8th January, 2008 clarifying the position of the free standing sign.
