In pursuance of powers granted under the above Act and Order the PLANNING COMMITTEE of the Department of Local Government and the Environment does hereby APPROVE the following application made on behalf of:

which was considered on 25th May 2006, subject to compliance with the conditions specified below.

Schedule Of Conditions:

1. This permission relates to the principle of the creation of football training grounds together with demolition of the existing barn on site, provision of vehicular and pedestrian access, the erection of a new building for training and changing and the provision of car parking spaces, all as generally shown in drawing reference AT 750.3 received on 1st November, 2005.

Note: the applicant must demonstrate in the application for reserved matters that the proposed car parking provision is adequate to satisfactorily accommodate the vehicles which will be generated from the proposed facilities.

1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.

1. The vehicular access onto the A7 must make provision for visibility for drivers of vehicles emerging from the site, of 2m by 70m in each direction.

1. The application for reserved matters must reinforce the existing planting alongside the public footpath at the eastern side of the site and make provision for adequate safeguarding and segregation of the footpath from the training facilities.

1. The application for reserved matters must include full details of all lighting and fencing which will be required. All lighting must be as low as possible and directed and positioned so as not to permit light to escape towards residential properties and cause a nuisance thereto. Any fencing alongside the A7 must be softened by the introduction of planting between the fencing and the road.

The applicant has suggested that lighting is unlikely to be illuminated beyond 9pm on any evening. The application for reserved matters must address the operating periods as well as the location of any lighting required for the proposed facilities.

1. The proposed development must be connected to the main foul sewer.

NOTE: A Drainage Communication Fee will be payable to the Drainage Authority on this development

1. There must be no discharge of surface water to the main foul sewer.

1. The application for reserved matters must include an accurate identification of the public sewer which runs through the site together with means for protecting this during construction and development. No development may take place within three metres of the sewer.

The applicant is advised to discuss the drainage of the site with the Drainage Division of Department of Transport prior to the submission of the application for reserved matters.

1. The access, new facilities and some of the parking spaces closest to the changing facilities must be suitable for use by disabled persons.

The advice of the Disability Access Officer and the Sports Officer for Disabled Athletes at the National Sports Centre is recommended in this respect.

1. The new building to be erected for training and changing facilities must be designed to complement the streetsce and acknowledge its prominent position in the village: the use of stone work is to be encouraged.

This decision was made by the Planning Committee constituted in accordance with Article 3(1) of the Town and Country Planning (Development Procedure) Order 2005.

This permission refers only to that required under the Town and Country Planning (Development Procedure) Order 2005.

Any appeal against this decision must be in writing and must be received by this Department within 21 days of the date of this notice.

No development may be undertaken until such time as the relevant reserved matters have been approved by the Planning Authority.
