Officer's Report
The Application Site And Proposed Development
The application site comprises of two parcels of land that are located in close proximity to each other in Lonan. The main parcel of land measures approximately 2.517 hectares (6.220 acres) in area and is located to the north of the existing residential development of All Saints Park and to the west of existing residential development on Croit-e-Quill Road. This land within this area slopes downwards from its south west corner towards to its north east corner. The other parcel of land measures approximately 0.013 of a hectare (0.032 of an acre) and is located within the existing residential development of All Saints Park. This land within this area slopes downwards from its western side towards its eastern side.
The proposed development comprises of the erection of 29 dwellings with associated infrastructure on the application site.
Planning History
There have been a number of previous planning applications that could be viewed as potential material to the assessment of this current planning application:
Planning application 96/1247 sought approval in principle for the erection of three dwellings on part of field 3700, off Croit-e-Quill Road in Lonan. This previous planning application was initially considered and refused on the 10th January 1997, with the initial refusal decision notice issued on the 14th January 1997. The Planning Committee resolved to confirm the refusal at review on the 26th March 1997, with the review refusal decision notice issued on the 25th April 1997. An appeal against the refusal was subsequently dismissed by the Minister on the 11th August 1997 following their acceptance of the recommendation of the appointed Planning Inspector.
Planning application 97/0515 sought approval for the erection of one dwelling in the lower north eastern corner of field 3700, off Croit-e-Quill Road in Lonan. This previous planning application was initially considered and refused on the 20th August 1997, with the initial approval decision notice issued on the 11th September 1997.
Planning application 98/0945 sought approval in principle for residential development comprising 9 dwellings on fields 2417 and 2418 (3700) with access from Church Road via field 2419 (2891), Croit-e-Quill, Lonan. This previous planning application was initially considered and refused on the 28th September 1998, with the initial refusal decision notice issued on the 21st October 1998. The Planning Committee resolved to confirm the refusal at review on the 15th January 1999, with the review refusal decision notice issued on the 1st February 1999.
Planning application 98/1683 sought approval for the residential estate layout for six plots, roads and sewers on field 2891, Ballacannell, Lonan. This previous planning application was initially considered and refused on the 3rd February 1999, with the initial refusal decision notice issued on the 25th February 1999.
