The officer assessed the proposal as a necessary and temporary part of the adjacent approved residential development, noting that stockpiling soil on-site is more sustainable than transporting it off-…
General Policy 2
Requires development not to adversely affect character of surrounding landscape or amenity of residents. Officer found temporary piles acceptable as not excessive visually, screened by trees, and not immediately adjacent to occupied homes.
Temporary permission and restoration
This permission relates to the storage of soil taken from the development site immediately to the west, for a temporary period of two years which will expire on 30th November, 2009 (which is two years from the date of submission) or until such times as the residential development is completed, whichever is the sooner. Upon completion of the development or at the expiry of two years as above all deposited soil must be removed from the site, the temporary fencing removed and the site used in conjunction with the remainder of field 315097 as Open Space /Agriculture.
Maximum height
The soil may be stored at a height not exceeding 6.5m above original ground level.
Do not oppose
No objection if no harm caused and site properly restored to as good or better condition; sustainable to store adjacent rather than transport elsewhere
Mixed responses to application 07/02224/R for temporary soil storage, with objections from local residents and Peel Town Commissioners over height, visual impact, pollution and policy non-compliance, countered by no objections from DOT Highways and conditional support from a planning policy commentator.
Key concern: excessive soil mound height of 25 feet desecrating open meadowland and non-compliance with environmental policies

ObjectionI'm not aware that there is any such substance as "temporary soil"; The site has been completely desecrated by the construction of mounds of soil, which at the southernmost part are approximately 25 feet high; Since the development does not comply with the above policies the Planning Committee is requested to refuse the application
Peel Town Commissioners
ObjectionThis application was discussed at length and it was suggested that the temporary storage of soil to a proposed height of 6.5 metres was excessive. It was AGREED TO OBJECT to the application and recommend refusal with a suggested limit of soil storage to a height of 2 metres.
Conditions requested: limit of soil storage to a height of 2 metres
