The Site
The site defined in pink represents a length of wall alongside the edge of the public play area located at the end of Clifton Road North. The wall is presently 1.3m high in blockwork.
Planning Status And Relevant Policies
The site lies at the edge of a Residential area on the Isle of Man Planning Scheme (Development Plan) Order 1982 and in the wider area designated as golf course.
Planning History
There have been no recent planning applications appertaining to this particular part of the public open space.
The Proposal
Proposed now is the erection of fencing above the wall, to a total height of 3.4m. The fencing is to be in sections 2.5m each in width and coloured green.
Representations
Port St. Mary (who are the applicants) raise no objections to the application.
Assessment
The fencing will provide a more effective containment of the play area and is the result of complaints from neighbours of the site. There will be no adverse impact on the streetscene and the amenities of neighbours may be improved as a result of the fencing.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
