Housing Policy 15
HP15 supports extensions to properties in the countryside where visual impact is minimised and built additions respect the proportion, form and appearance of the existing property. The officer found the proposal acceptable as it matches ridge height, reflects proportions, and has been exercised previously on this site in 2017.
General Policy 3
GP3 presumes against development in areas not zoned, with exceptions (a-h); the extension does not fit exceptions so scale and siting within curtilage was assessed for impacts, deemed reasonable given policy support from HP15.
Environment Policy 1
EP1 protects countryside for its own sake and restricts adverse visual impact; the extension has minimal visibility from public roads due to screening and subservient scale.
Spatial Policy 5
SP5 requires design to positively contribute; dormers align with existing windows adding design merit, and extension reads as one with host dwelling.
General Policy 2
GP2 provides general development control principles (a-n) including design (b), visual impact (c,f), amenity (g), sustainable construction (n); all assessed compliant due to matching materials, no neighbour harm, and energy-efficient glazing.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Agricultural occupancy restriction
The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was employment in agriculture in the Island and including also the dependants of such persons as aforesaid
