The Site
The site represents the curtilage of "The Corner House" Public House, located on the corner of Ridgeway Street and Lord Street, Douglas. The Building to the south of the site is occupied at ground floor level by the Manx Electricity Authority showroom.
Planning Status
The site is located in an area identified as "Mixed Use" Douglas Local Plan Order 1998. The site is not within a Conservation Area.
Planning History
There have been no previous planning applications considered relevant to the assessment of this application.
The Proposal
Proposed here is the erection of an external smoking shelter to be located in the rear yard of the property. The proposed shelter is to be constructed in timber and ply deck with high performance roofing felt or G.R.P. covering. The shelter would have a maximum height of approximately 2.8m.
Representations
Douglas Corporation indicates no objection to the application.
The Department of Transport Highways Division has no objection to this application.
We have received no privately written representations in relation to this planning application.
Assessment
The two main considerations in assessing this application are visual impact on the existing building and the surrounding area and any impacts on the amenity of the surrounding area, particularly relating to noise and disturbance.
In terms of visual impact, the proposed shelter is considered to be of an acceptable design and scale and is not detrimental to the building or surrounding area. The proposed smoking shelter roof will not be visible from any public thoroughfare.
The provision of smoking shelters would indicate that persons wishing to smoke whilst frequenting the Public House would congregate outside. This could lead to an increase in the levels of noise and disturbance received by any neighbouring properties. A site visit ascertained that the site can not be viewed from the adjacent property and as such there will be no visual impact as a result of the shelter. The site is bounded by high walls and it is considered that there would not be an unacceptable impact upon public or private amenity as a result of this development.
Recommendation
It is recommended that the application be approved.
