At the request of the Planning Authority we submit the following information in relation to the restoration of New Turkeyland Quarry, including the south-eastern extension.
This is submitted for the approval of the Planning Authority in compliance with Condition 4 of the permission for application ref 07/02014/B
Condition 4. In accordance with condition 3 above, prior to the commencement of any restoration, the northwest corner of the site must be re-graded to a smooth profile and sown with a grass mix suitable to calcareous down. Within three months of the commencement of excavation works hereby approved, the applicant must have approved by the Planning Authority a scheme for the restoration of the newly excavated area.
The 2004 application for Planning Permission for the Infilling and Restoration of New Turkeyland Quarry included the following restoration scheme which was approved in the granting of permission 04/01434/B.

The design of the restoration proposal is based on the following requirements:
The restoration of the soils and topography and general aftercare shall be carried out as detailed in Section 7 of the Working Plan.
Land affected by quarrying shall be returned to topography of rolling grassland down to the sea, with gradients suitable for agricultural management.
The restored field will have a post and wire fence boundary and the access will remain in the north-west corner. The field will be returned to permanent pasture with some potential for arable production in the long term.
Restored land shall be sown with a hardy seed mix suitable for long term pasture as soon as possible after placement of soils and landscaping to stabilise and protect soils from erosion. This will be a standard agricultural mix of grasses and legumes. A management plan will be applied with respect to grazing times. The land will be monitored especially in wet weather and stock removed if necessary, as the ground may be susceptible to poaching if the grazing pressures are too heavy.
The agricultural restoration of the field and 5 year establishment period shall be undertaken as appropriate to the satisfaction of the Department of Agriculture, Fisheries and Forestry.
Restoration Plan Figure NTQ04 is attached.
In granting permission for the extension to quarrying [07/02014/B] Condition 3 accepted that the restoration scheme already approved would be extended to include the new quarry area, as per the planning statement at 8.4, see below.
Condition 3. Once excavation is completed in accordance with condition 2 above, restoration must be undertaken, restoring the site to its former appearance in accordance with the permission granted under PA 04/1434 albeit extended into the area now approved for excavation.

The restoration of the proposed extension must address the following issues:
An initial restoration scheme shall ensure safe and stable final slopes at cessation of the extractive operation. This addresses the requirements of a safe and stable site for the continuation of infilling in line with the approved restoration scheme for the existing quarry area.
Final restoration shall be in accordance with the approved restoration scheme for New Turkeyland Quarry. This requires the quarry void to be infilled and the pre-existing landform to be reinstated. A calcareous grassland is the preferred vegetation and this would allow the area to be returned to its previous use as low-intensity grazing pasture. Grazing management may maintain a grassland sward and prevent scrub encroachment; achieving the correct grazing pressure would be critical in order to avoid excessive nutrient enrichment.
Restoration Plan Figure 3.4 is attached.
In order to comply with Condition 4 of Planning Permission 07/02014/B, we seek confirmation from the Planning Authority that the previously approved scheme, as identified above, may be extended to include the new extension.
