Turkeyland Quarry, Balthane Road, Balthane, Ballasalla, Isle Of Man, IM9 2ar
The proposal involves creating a concrete hardstanding base and drainage system at part of the existing Old Turkeyland Quarry for processing incinerator bottom ash (IBA) from the island's Energy from Waste Facility.

Waste Policy 1
Requires acknowledged need per Waste Management Strategy and no alternative method for managing waste before landfill; Inspector found IBA processing meets this after reuse/recycling, with maturation enabling FDQ disposal in quarry void.
Strategic Policy Waste Policy 1
Landfill only where no alternative; proposal reduces waste via processing/maturation before any disposal, complying fully.
General Policy 3
Permits development of overriding national need with no reasonable alternative; IBA management need met without countryside harm.
Environment Policy 2
Protects AHLVSS landscape character unless essential location; processing continues existing intrusion without additional harm.
Time limit
The development hereby permitted shall commence before the expiration of 4 years from the date of this notice.
Approved plans
This permission relates to the processing and maturation of Energy from Waste Facility bottom ash as shown and described in the Planning and Environmental Statement dated 23 August 2007.
Operating hours
The process and facility shall not operate outside the hours of 0700-1700.
support the application as a much better alternative to storage at other locations on the Island
no objections
Multiple consultees responded to application 07/01611/B for a bottom ash processing facility at Old Turkeyland Quarry, with Malew Parish Commissioners raising no objection, SPMCE offering support, Environmental Protection Unit providing comments without objection, and Fire Safety Officer requiring consultation on fire precautions.
Key concern: Mitigation measures for the control of noise and dust require further examination
Society for the Preservation of the Manx Countryside & Environment
SupportThe Society SUPPORTS this initiative and sees it as a vastly better solution than dumping at Archallaghyn (or elsewhere.) At best these two applications promise re-cycling, with a fall-back facility for storage at a site where any leachate will seemingly be harmless.; Again no photograph or drawings, so we cannot evaluate whether this proposal will improve or worsen the environment. The Society can therefore only OBJECT.
Environmental Protection Unit
No CommentMitigation measures for the control of noise and dust require further examination and should be controlled in a similar way to existing operations in New Turkeyland Quarry.; There is no reference to the chemical composition of the incinerator residue or the processed material. The benefit of the treatment process and the potential use of the end product is therefore not forthcoming.; Information relating to the chemical composition of this run-off and/or leachate should be provided in the licence application.
Conditions requested: A variation to the conditions of this licensed activity or a new licence to permit storage, processing and maturation of bottom ash is a necessary prerequisite; Mitigation measures for the control of noise and dust require further examination and should be controlled in a similar way to existing operations in New Turkeyland Quarry
Malew Parish Commissioners

Isle of Man Fire And Rescue Service
Conditional No ObjectionApplicant to consult with the Fire Safety Department with regard to the general fire precautions contained within this Application.
Conditions requested: Applicant to consult with the Fire Safety Department with regard to the general Fire Precautions contained within this Application.
The original application 07/01611/B for processing and maturation of IBA at Old Turkeyland Quarry was called-in and considered at a public inquiry alongside related waste proposals. The inspector found technical feasibility, compliance with waste policies including WP1 and SP Waste Policy 1, no pollution risks under EP22, insignificant visual impact in industrial context, and no adverse effects on residents under WP1(b). The proposal met acknowledged need for IBA management post-reuse/recycling, optimising previously developed land per Strategic Policy 1. The inspector recommended permission be granted subject to conditions in Schedule 2.
Precedent Value
Emphasises preference for previously developed land (SP1) and waste hierarchy compliance (WP1) over greenfield intrusions; shows maturation/re-use facilities on industrial sites succeed where they optimise voids and reduce landfill needs.
