Policy requires that if original windows cannot be repaired, visible replacements must have the same method of opening, pattern, section bars, and frame sections as originals. The officer assessed the uPVC casement windows against this, finding they fail to replicate the sliding-sash opening or delicate glazing bars of the timber originals on the front elevation. This strict test for conservation areas led to refusal despite mixed windows nearby.
