A: Design Component
1.0 Content
1.1 This design and access statement applies to a minor proposal for the installation of a 24-hour ATM cash machine in the existing elevation.
1.2 The proposal creates no additional floor space.
1.3 The proposal replaces an existing internal ATM cash machine.
2.0 Layout
2.1 The proposal locates the ATM cash machine close to the existing entrance to the store for optimum accessibility.
2.2 The proposal does not amend any factors important to the accessibility of the site e.g. travel distances, gradients and orientation of buildings in relation to on site or off site topography.
2.3 Crime prevention measures have been considered and the proposed location is in a highly visible position. 2.4 An additional security light is proposed.
3.0 Scale
3.1 The proposal is for the insertion of the ATM cash machine into the existing elevation and as such no alteration of the massing of the existing building, its setting in the neighbourhood or wider surroundings are created.
4.0 Landscaping
4.1 The proposal does not involve revising the treatment of public and private spaces nor the alteration of any existing hard or soft landscaping either in the immediate vicinity or wider area.
5.0 Appearance
5.1 The proposal is for the use of a standard ATM such as is found in many high street locations. Manufacturer’s dimensional details are attached.
5.2 Its finishing materials are light grey “orange peel” textured plastic.
5.3 The screen is internally illuminated. Its general external appearance is designed to be discrete for general users of the building, yet identify its presence to those wishing to use its facilities.
6.0 Context
6.1 The proposal is to replace an existing internal retail facility (cash machine) with a similar external facility (cash machine) to afford greater public access.
6.2 The location is an existing retail shop which benefits from full public access.
B Access Component
1.0 Content
1.1 This design and access statement applies to a standard configuration installation.
2.0 Internal
2.1 Internal access is only available to specialised maintenance technicians and cash handling companies. All of these will use existing pedestrian and vehicular routes established to serve the existing internal ATM.
3.0 External
3.1 Full public access is available and no amendments are proposed to any existing public or private transport routes or availabilities. 3.2 No existing public or private access arrangements for emergency vehicles are affected. 3.3 No public emergency escape facilities from the building are affected. 3.4 Full disabled use is available including for those partially sighted. Manufacturers published literature for standard installation guidelines are attached.
