The site represents a circular site which is intended to draw attention to the residential curtilage of an existing large house, Cooil Cam, which sits to the east of the A26 St. Mark's Road to the south of St. Mark's village at the end of a long driveway. The existing house is visible only from the A5 Castletown Road as it passes between Brown Cow Hill and the Fairy Bridge if one looks to the right. The house is visible, surrounded by trees from this point as a generally traditional but unexceptional property. Closer up, the property is a surprisingly modern building - very long (24m) - much longer than the traditional quarterland farmhouse which is generally closer to 15m. The site has on it a number of buildings in addition to the house - agricultural buildings to the north and south of the house.
The site lies within an area of "white land" on the Isle of Man Planning Scheme (Development Plan) Order 1982, that is not designated for development. There is a site of archaeological interest also
marked on the plan which, I am advised by Manx National Heritage relates to a Bronze Age burial ground near the house. However this was badly damaged in the 1980s.
Planning permission was sought and granted for alterations to the house under PA 06/1908. This added a garage on one side of the building, re-modelling of the conservatory and addition of balconies on the rear. Subsequent to this permission was granted under PA 07/0435 for the replacement of the dwelling.
Now proposed is the addition of a first floor conservatory with open space beneath and the creation of a tennis court to the south east of the dwelling. Also proposed is the replacement of the single storey annex on the eastern elevation with a two storey annex with two rather than three first floor windows and the replacement of the round-headed dormers with rooflights. The tennis court is shown only on the site and location plans. No indication of any excavation or changes in ground level are given.
Malew Parish Commissioners indicate that they have no objections to the application.
The Isle of Man Fire and Rescue Service recommend the installation of domestic smoke detection which is a matter for the Building Regulations.
The Manx Electricity Authority recommend that there are electricity supplies in the area which should be taken into account during works.
When discussing the proposal with the applicant's agent prior to the submission of the application, I indicated that I felt that the conservatory looked less refined than the proposed dwelling and that the underbuild looked a little clumsy, not befitting of a dwelling of this status. However, the applicant clearly wishes to pursue this scheme and the conservatory is unlikely to have a significant impact in the landscape due to the distance from which one may see the building. As such, I would recommend that the application is permitted.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The points raised by the Isle of Man Fire and Rescue Service are the responsibility of the Building Regulations and as such this party should not be afforded party status in this instance.
The points raise by the manx Electricity Authority are not material planning considerations and as such they should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and erection of conservatory as shown in drawings 96/2177/46, -15A, -44A and -45A all received on 13th September, 2007.
C 3. This permission also relates to the creation of a tennis court as shown in drawing 96/2177/46 received on 13th September, 2007. As no information has been provided regarding existing or proposed levels, it is assumed that no groundworks are required to create the tennis court and it has been permitted on this basis. If the ground needs to be altered to accommodate the tennis court, a further application must be submitted showing full details of existing and proposed ground levels.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
