Planning statement on behalf of the Department of Local Government and the Environment in respect of the creation of a new access road through estate with new and upgraded accesses to the A14 and A10 roads - 07/01457/B - Jurby Industrial Estate, Jurby ### The Application Site The application site is within the Jurby Industrial Estate, Jurby. ### Planning Policy The application site is within an area recognised as being an area Airfield, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, nor within an area zoned as High Landscape or Coastal Value and Scenic Significance. ### Proposal The application proposes the creation of a new access road through estate with new and upgraded accesses to the A14 and A10 roads. ### Representations Jurby Parish Commissioners:- No objection The Department of Transports Highway Division:- Do Not Oppose this planning application. Note: The road design complies with the Design Manual for Road and Bridge Works and these standards will be applicable for the standard of highway construction. The Manx Electricity Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice. The Drainage Division makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice. We have received no privately written representations objecting to the application. ### Assessment / Recommendation The proposed new access road through the industrial estate will be a vast improvement upon the existing road through the site which I consider to be inappropriate for an industrial site, particularly for larger heavy goods vehicles. I presume the existing road layout was designed many years ago when the airbase was constructed, and subsequently is inadequate for today's usage. I therefore consider this aspect of the application is acceptable. The most noticeable changes for members of the public will be the new access onto the A14 road. Currently there is a large sod bank which runs along the entire length of this section of the A14 road. The application proposes to remove part of the banking, so that the access can be created, and part of the banking either side of the access will be removed and re-instated so that the adequate visibility splays can be provided onto the A14 road. Additionally a public footpath will be provided on this side of the road, which currently does not exist. Currently traffic users to the industrial site can enter and leave from the existing A10 access and the access on the A14 Road, which is directly adjacent the Jurby Camp, which is now disused. The new access onto the A14 will obviously improve highway safety to the area, particularly to the users of the Jurby School as the new road will act as a by-pass, discouraging the traffic to and from the industrial estate from using the existing A14 access. Alterations are also proposed to the existing A10 access which proposes minor alterations and setting back the existing hedgerow to provide the adequate visibility splays. Again I consider this to be acceptable. Accordingly, I believe that the creation of a new access road through estate with new and upgraded accesses to the A14 and A10 roads is acceptable and recommend that the application be approved. ### Conditions 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. 2. This approval relates to the submitted documents and drawings PL001, PL002, PL003 and PL004 received on 6th August 2007. 3. There must be no discharge of surface water from the access road to any foul drainage system so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999. Public Foul sewerage crosses this site. The sewers must be fully protected whilst all engineering works are being carried out. The applicant is required to contact the Drainage Division prior to any work commencing on site. 4. On completion of the proposed accesses and access road, the proposed hedging/banking is to be planted/created. The planting is required to take place in the first planting and seeding seasons. Any trees or shrub which within 5 years from the completion of the development dies, is removed or becomes seriously damaged or diseased shall be replaced in the next planting season with another of similar size and species unless the planning authority gives written consent to any variation. ### Notes 1. There are Underground Cables/Overhead Lines present in the area indicated in you Planning Application. Please contact our Network Operations Department, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site. Contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site.
