Officer’s Report
1.0 THE APPLICATION SITE 1.1 The application site is the residential curtilage of an existing detached dwelling known as Ballastray, 2 Glen Maye Park, Glen Maye. The dwelling has an L-shaped arrangement with an additional conservatory on infilling the 'crook' of the L-shape at the rear. This conservatory was approved for a change of the roof finish to tiles in 2017.

1.2 The rear gable of the house faces over the rear garden. The end gable has no windows but there are a number of existing window along the side elevation.
2.0 THE PROPOSAL 2.1 Full planning approval is sought for the installation of a new 1.6m wide x 1m tall window on the rear gable.
3.0 PLANNING HISTORY 3.1 The replacement conservatory roof was approved under 17/00206/B, although not materially relevant in the case of this application.
4.0 PLANNING POLICY 4.1 The site falls within an area zoned as Predominantly Residential on 1982 Development Plan. Accordingly, the proposal shall be assessed against GP2 (b, c, and g) as well as consideration given to section 7.0 of the Residential Design Guidance 2021 which covers good neighbourliness.

5.2 Department of Infrastructure Highway Services - no highways interest (16/12/2021).
5.3 No comments received from neighbouring properties.
6.0 ASSESSMENT 6.1 The proposed window will be visually in keeping with the main dwelling and out of general public view due to its position at the rear. The proposed window will not result in any visual harm.
6.2 Views from the window will be out and over the rear garden. The siting of the window and distances between the neighbours helps to limit any overlooking or privacy concerns. Any inter-visibility between dwellings is further mitigated by the level changes between the sites and existing boundary vegetation. The proposed window will not result in any amenity impact to the living conditions of the neighbours.
7.0 CONCLUSION 7.1 The application complies with General Policy 2 of the Strategic Plan and with the principles of the Residential Design Guidance 2021.
