The application site Lhen Mill, Lhen Bridge, The Lhen, is a two storey detached property which is west of the Lhen Mill House and south of the Bridge End Road.
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; however the site is within an area zoned as High Landscape or Coastal Value and Scenic Significance.

The application seeks the renovation and conversion of redundant mill into three holiday apartments.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Isle of Man Water Authority makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Disability Access Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The Chief Environmental Health Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
The S.P.M.C. & E object to the application on the grounds that the proposal ignores the wheel pit which they consider must be preserved as it forms part of the character of the building. In considering the A-i-P (06/2258) the Society asked about the status of the waterwheel and a Condition was included and they consider this application does not fully address this matter.
The Authority has received no privately written representations objecting to the application.
The principle of development of the existing mill to tourist units has already been approved and the principle accepted. This application deals with the precise details of conversion.
The most noticeable external alterations proposed are the reinstatement of the slate roof of "block C" and the alterations to a number of existing apertures and the creation of new ones to accommodate windows and doors. The application also proposes some minor earth works along the south elevation of the building which would result in additional accessibility to the ground floor block.
I consider the proposed alterations to be in keeping with the traditional nature of the existing mill, and with the surrounding properties within the countryside.
The previous application included a condition that stated:-
The application for reserved matters must demonstrate that the applicant has carried out an investigation to see if the water wheel and any internal machinery and/or apparatus relevant to the original use of the building can be retained as part of the new use.
It is apparent from my site visit and the submitted photographs that the water wheel which was located between block A and block B & C, has fallen into complete disrepair and only a small part of the metal frame still remains. I therefore consider, whilst the proposal would visually benefit from the retention of the water wheel, on balance the wheel is past all reasonable repair and therefore the proposal to remove the remaining part, is acceptable. I have also been in contact with the Agents, enquiring about the retention of any internal apparatus in connection with the mill use. They have stated "There is no internal machinery / apparatus within the building worthy of retention".
Regarding the access onto Bridge End Road, the Highway Division in the previous application stated that they required:-
This application provides the adequate visibility splays and provides at least one on-site parking provision for each unit.
I consider the proposals will restore the existing derelict building and will therefore be beneficial to the visual appearance of the surrounding locality, whilst providing an acceptable use which will not result in any adverse impacts upon the residential amenity of the surrounding neighbouring properties. For these reasons, and the reasons stated within my assessment, the proposals would be appropriate in this location and therefore my recommendation is to approve.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings HLK/07/088/1, HLK/07/088/2, HLK/07/088/3, HLK/07/088/4 and HLK/07/088/5 all received on 8th August 2007.
C 3. In the interests of road safety a visibility splay of 2 metres by 36 metres in each direction must be provided to facilitate safe access and egress of the traffic associated with the units, and on-site parking shall be provided within the curtilage of the units to comply with the provisions of Manx Roads 1.
C 4. The roof(s) must be finished in dark natural slate.
N 1. This scheme would appear to fall within the scope of the Fire Precautions (Flats) Regulations 1996, therefore the applicant is to consult with the Fire Safety Department to ensure compliance with the regulations.
N 2. The proposed apartments must, on completion of the proposed works, comply with the requirements of the Housing (Flats) Regulations 1982 and be registered thereafter under the same Regulations.
N 3. For connections to Flats and Apartments the following apply - "Water Supply To Flats And Apartments - Regulations", and if applicable a "Form Of Undertaking In Respect Of Supply Pipes" will be required. Copies of these documents can be obtained from the IoMWA or alternatively by contacting the IoMWA Byelaws Inspector (Michael Karran), tel. 69 59 57
N 4. The applicant is advised to consult the Disability Access Office with regard to the needs of disabled users within the building.
