1 .1. 2 . B ackground

2 .1. T he Salvation Army’s Community Programme:

2 .1.1. T he S alvation A rmy i s a n i nternational c hurch a nd c haritable o rganization. T hey a re f undamentally a w orldwide e vangelical C hristian c hurch t hat b elieves i n l iving t heir f aith t hrough c ompassionate

s ervice t o t heir c ommunity, a nd t hey a re k nown f or t heir s ocial a nd c ommunity w ork, p articularly
t heir ongoing supportive work to the poor and vulnerable.

2 .1.2. T he S alvation A rmy D ouglas C orps ( SADC) h as b een s erving t he I sle o f M an f or 1 38 y ears. T he C orps h as u ntil r ecently b een b ased i n D ouglas, t he I sland’s c apital. A s t he s ingle C orps i n t he I sle o f M an, t heir c ommunity i ncludes t he w hole I sland. H owever, t hey a re a lso s trongly f ocused o n s erving the immediate community, and actively promote their community activities in the local area.
2 .1.3. T he I sle o f M an e conomy h as e xperienced t hree d ecades o f c ontinuous e conomic g rowth

s upported b y t he i nternational ﬁ nancial s ervices i ndustry. H owever, i n r ecent y ears, t here h as b een a c hanging d emographic, w ith a p rojected i ncrease i n t he n umber o f e lderly a nd e conomically i nactive r esidents. A s igniﬁcant n umber o f r esidents s truggle t o c ope w ith l ow p ay, j ob i nsecurity, m ental h ealth i ssues a nd a ddiction. I n c ommon w ith m any w estern e conomies, t here i s a n i ncreasing d ivide b etween t he ‘ haves’ a nd ‘ have-nots’, a nd r elatively h igh l iving a nd h ousing c osts c an i mpact e specially h ard o n t he s ocially d eprived. T his p resents a s ocio-economic c hallenge w ith
t he p otential f or i ncreased v ulnerability a ssociated w ith d eprivation. T his h as b een r eﬂected, f or e xample, i n t he n umbers o f p eople s eeking h elp f rom t he F ood B ank a nd i n t he d emand f or a ﬀordable housing.

2 .1.4. T hrough i ts C ommunity R elief p rogramme, t he S ADC p rovides p ractical h elp a nd a ssistance t o t he m ost n eedy a nd v ulnerable m embers o f t he c ommunity. T his h as r ecently b een e xpanded t o i nclude a d ebt a dvice s ervice, w hich o ﬀers f ree a dvice a nd s upport t o t hose i n ﬁ nancial d iﬃculty. I n a ddition, t hey p rovide a w ide r ange o f s upport s ervices t hat a im t o i mprove w ellbeing f or t he I sle o f

M an c ommunity a s a w hole, i ncluding a t oddler g roup, f amily a ctivity g roups a nd a s ocial c lub f or t he elderly.

2 .2. T he Need for a Single Location:

2 .2.1. I n m odern t imes, T he S alvation A rmy i s m ostly r ecognised f or t heir s ocial a nd c ommunity w ork, p articularly t heir o ngoing s upportive w ork t o t he p oor a nd v ulnerable. I n a ddition, t hey a re f undamentally a w orldwide e vangelical C hristian c hurch t hat b elieves i n l iving t heir f aith t hrough c ompassionate s ervice t o t heir c ommunity. S ocial t ransformative w ork a nd C hristian C hurch f ellowship are therefore intertwined and inseparable in the movement’s ideology.
2 .2.2. F or t his r eason, T he S alvation A rmy h as h istorically o perated f rom a s ingle s ite, t o f acilitate t he i ntegration o f t heir c hurch a nd c ommunity p rogrammes. I n t his r espect, t hey a re n o d iﬀerent t o a ny o ther C hristian c hurch, w hose c ommunity a nd w orship f unctions o perate f rom t he s ame l ocation. T he o nly e xceptions t end t o b e i n t he c ase o f s pecialist s ervices w here s eparate o perations a re a

r equirement. A n e xample o f t his i s t he f ormer D avid G ray H ouse, w hich w as a b ail a nd p robation h ousing f acility. H owever, e ven i n t his c ase t he S alvation A rmy’s c hurch w ork o verlapped w ithin t his
s ervice, as Christian chaplains were deployed to oﬀer spiritual support to residents.

2 .2.3. B eyond t he S alvation A rmy’s m ission c onsiderations, t here a re a lso o perational a nd ﬁ nancial f actors

t hat n ecessitate a s ingle l ocation f or t he w ork o f t he S ADC. T he S ADC h as a l imited n umber o f v olunteers a nd p ersonnel o n t he I sle o f M an. A s mall t eam m anages d aily s ervice d elivery a s w ell a s c hurch m inistry. O perating f rom s eparate s ites i s s imply n ot l ogistically v iable g iven t he l imited a vailable human resources.

2 .2.4. F urthermore, i t i s n ot c ost e ﬀective f or T he S alvation A rmy t o p urchase a nd m aintain t wo s eparate s ites f or t heir v alued w ork o n t he I sle o f M an. T he S ADC b oth d esire, a nd a re o bligated, t o b e g ood s tewards o f t he p ublic’s ﬁ nancial s upport, a nd i t i s n ot ﬁ nancially v iable f or T he S alvation A rmy t o p urchase another site solely for the purpose of developing a church.
2 .2.5. T herefore, o perating f rom o ne i ntegrated l ocation i s t he o nly p ractical a nd c ost-eﬀective w ay f or T he S alvation A rmy t o a ccommodate b oth t he s ocial a nd c hurch e lements o f t heir o rganisation. F ailure t o a chieve t his w ould m ean t hat t he C orps w ould e ﬀectively b e r educed t o i ts c ommunity f unctions o nly, w ith n o w orship c omponent. T his w ould p ut t he s urvival o f t he C orps i n t he I sle o f M an a t s erious r isk. T he p roposed d evelopment i s t herefore c onsidered t o b e c ritical f or t he C orps t o c ontinue to operate successfully in the Isle of Man.

2 .3. B ackground to the Procurement of the Site:

2 .3.1. F ollowing t he v acation o f t he L ord S treet s ite, t he S ADC w as t emporarily h eadquartered a t F airﬁeld S chool i n T ynwald S treet, D ouglas, u ntil a p ermanent s ite c ould b e a cquired. F airﬁeld S chool w as i dentiﬁed a s a d evelopment s ite ( DH025g) i n t he a dopted A rea P lan f or t he E ast t o a ccommodate n ine houses, and the site was therefore not available to the SADC for their permanent use.

2 .3.2. P lanning a pproval w as g ranted i n 2 017 f or t he d emolition o f t he e xisting C itadel b uilding i n L ord S treet, a nd r eplacement w ith a n ew b uilding ( PA 1 7/00186/B). H owever, t he c ost o f t he p roposed r eplacement b uilding e scalated b y 7 0% d uring t he p roject d evelopment, m aking i t ﬁ nancially u nviable a nd b eyond t he r esources o f t he S ADC. I n a ddition, t he p roposed s cheme s uﬀered f rom c ritical c ar p arking a nd d rop o ﬀ p roblems, i n p articular b ecause s topping o utside t he o riginal

b uilding is now illegal.

2 .3.3. T he S ADC s ubsequently e xhaustively i nvestigated a ll k nown a vailable d evelopment s ites i n a nd a round D ouglas, i ncluding t hose h eld i n d evelopers’ l and b anks, c ontacting s even e state a gents

a nd p roperty d evelopers i n t otal i n t heir s earch f or p ermanent p remises. A ccessibility w as a c entral

c oncern i n t he a ssessment o f p otential n ew s ites. B ecause t he C orps s erves t he w hole o f t he I sle o f M an, i t n eeds t o b e a ccessible t o a w ide r ange o f m embers o f d iverse a ges, s ocio e conomic

b ackgrounds, a nd a bilities. S alvationists a nd t he c ongregation a re l ocated a cross t he e ntire I sle o f M an, s ome t ravelling f or u p t o 4 0 m inutes t o r each D ouglas. T he C orps c omprises a m ajority o f r etired p eople ( approximately 4 0%), w hile o nly 2 0% a re u nder 1 8. M any o f t he r etired m embers, a s w ell a s d isabled m embers o r t hose l iving i n r emote a reas, ﬁ nd i t d iﬃcult o r i mpractical t o u se p ublic t ransport, a nd t herefore r ely o n s haring l ifts w ith o ther m embers. I n a ddition, u sers o f t he C orps
c ommunity s ervices f requently s hare l ifts w ith e ach o ther o r w ith C orps m embers. F or t hese r easons, a l arge p roportion o f m embers a nd c ommunity u sers n eed t o t ravel t o t he s ite b y c ar. T his i s s upported b y a c ulture o f l ift s haring w ithin t he C orps a nd a mong t he u sers o f i ts p rogrammes, a nd a s igniﬁcant n umber a rrive i n g roups b y s hared c ar. I n p articular, t his e nables m embers t o a ssist t hose w ith m obility i ssues. T he c ar p arking i ssues e ncountered i n t he c ourse o f t he L ord S treet r edevelopment s cheme, a nd t he i nability t o d rop o ﬀ i n f ront o f t he b uilding, w ere a s igniﬁcant c onsideration l eading t o t he a bandonment o f t he r edevelopment o f t he L ord S treet s ite. T herefore, i n s earching f or a n ew s ite, i t w as c onsidered e ssential t o ﬁ nd a s ite t hat w ould f acilitate a rrival b y c ar, with adequate car parking.

2 .3.4. T he following sites have been considered:

A ll S aints C hurch, A lexander D rive, D ouglas, I M2 3 QD

T his p roperty w as s old b efore t he S ADC c ould r egister t heir i nterest. I n a ddition, t he p roperty h ad d amp i ssues i n t he w alls a nd t here w ere c oncerns t hat i t w ould b e

r egistered, t hus p reventing d emolition a nd r ebuilding. T here w as a lso l imited s pace f or t he d esired o ﬀ-road p arking.

F ormer Night Club (Paramount City), Queens P romenade, Douglas T his p roperty w as c onsidered t o b e a n u nsuitable l ocation b ecause t he a vailable p arking a long t he p romenade w as s hort-stay o nly. T he i nternal c onﬁguration w as n ot s uitable f or a ccommodating a w orship & community hall.

T yndall House, Bucks Road, Douglas T his was an oﬃce building. Parking was limited to 11

s paces (well below the desired number), and the i nternal conﬁguration was not suitable for a ccommodating a worship & community hall. It was

a lso adjacent to the Trinity Methodist Church, and it w as considered not ideal to have two Churches next to e ach other.

W arwick House, Victoria Road, Douglas, IM2 4AE T his site was believed to be already under oﬀer when i dentiﬁed. This was an oﬃce building and could not

e asily be redeveloped to accommodate all r equirements. Parking was limited to 20 spaces (well

b elow the desired number). There was also considered t o be limited scope to extend the building without a ﬀecting the already limited parking. The property also

a ppeared to be in poor condition.

( Former) Fairﬁeld School, Tynwald Street, Douglas, I M1 1BE. T his was the SADC’s temporary location between

2 017-2020. The site was earmarked for housing in the

E ast Area Plan. The former school building was in d isrepair and in need of demolition. Purchasing the site,

d emolishing the existing building and erecting a new

b uilding was simply not a cost eﬀective or viable option

f or The Salvation Army.

P ulrose Methodist Church, Pulrose T his site was considered to be too small to a ccommodate the SADC’s programme.

e xisting building and provide adequate car parking on t his site.

F ormer Quayle’s Garage and attached land ( adjacent to the Brown Bobby service station) T his site was earmarked by Douglas Borough Council a nd a developer for housing development and was t herefore unavailable.

h eadquarters of the Department of Home Aﬀairs) I t was considered that the cost to purchase and r edevelop this site or remodel the existing building, w ould not be cost eﬀective. The sloping site was not
i deal due to its constraints on accessibility.

s ensitive a nd c annot b e d isclosed. H owever, a lmost a ll o f t hese s ites w ere a lready e armarked e ither f or r esidential d evelopment ( a D ouglas p riority) o r f or h igh v alue c ommercial d evelopment ( such a s o ﬃce a ccommodation). I t w as q uickly d etermined t hat t he S ADC c ould n ot a ﬀord t hese s ites, a nd
t hat the required development budget would exceed their means.

2 .3.6. T herefore n o s uitable s ite c ould b e f ound w hich c ould a ccommodate t he S ADC’s h eadquarters a nd o perations, i ncluding t he n ecessary c ar p arking. I n p articular, i t w as e vident t hat n o v iable t own c entre sites were available.

3 . T he Application Site:

3 .1. T he f ormer B ritish R ed C ross h eadquarters b uilding i s l ocated i n t he I sle o f M an B usiness P ark, B raddan, on the north side of Ballacottier Crescent.
3 .2. T he s ite c onsists o f a n e xisting f ormer o ﬃce b uilding s urrounded b y l andscaped a reas a nd a c ar p ark c ontaining 2 4 d emarcated c ar p arking s paces, o f w hich t hree a re d esignated f or w heelchair u sers. T here i s a s ecure c ompound t o t he e ast o f t he b uilding, e nclosed b y a g reen w eld m esh s ecurity fence, which used to be an area for the parking and washing of ambulances.
3 .3. T he e xisting b uilding i s a t wo s torey s tructure, c omprising r endered a nd p ainted m asonry c avity w alls o f l oad b earing c oncrete b lock c onstruction, p enetrated b y r egular r ectangular w indow

o penings. T he r oof i s o f h ipped c onﬁguration a nd i s c lad i n ﬁ bre c ement r oof t iles, w ith p ainted o r

o ﬃce a nd i nterview r oom i n t he w estern p art, a c entrally l ocated k itchen, a nd a c ommunity l ounge i n t he e astern p art. T he ﬁ rst ﬂ oor c omprises t wo g eneral p urpose r ooms ( in t he e astern a nd w estern
p arts) a nd t wo c entrally l ocated r ooms f or s torage a nd ﬁ ling, a s w ell a s t he C ommanding O ﬃcers’ r oom in the southeastern part.

● M essy Church: a craft based church activity for families, with light snacks provided.

4 . T he Proposed Development:

4 .1. I n o rder t o c ontinue t o e ﬀectively d eliver t heir M ission P rogramme i n t he I sle o f M an, t he S ADC n eeds t o u pgrade a nd e xpand t he e xisting b uilding t o p rovide n ew s ervices a nd e vents, a nd t o e xpand s ome o f t hose a lready u ndertaken. I n p articular, t he c urrent b uilding d oes n ot h ave a l arge s pace f or S unday w orship a nd o ther l arge s ervices a nd e vents. S unday w orship c urrently t akes p lace a t P ulrose M ethodist C hurch. T his a rrangement i s n ot v iable i n t he l ong t erm, a nd h osting S unday w orship a t a s eparate s ite i s u nsustainable, b oth ﬁ nancially a nd i n t erms o f a vailable h uman r esources. A n o n s ite f acility i s t herefore r equired t o a ccommodate t his a ctivity a t i ts f ull c apacity, a nd i s e ssential i n t he m edium t o l ong t erm. T he a ddition o f a h all w ould a lso e nable t he S ADC t o e xpand many of their existing community events and support schemes.

4 .2. T he following new events and activities will be hosted:
