Officer's Report

The Site

The site represents the curtilage of Meary Veg treatment works, located on the coastal side of the Old Castletown Road (A25). The site includes the sewage treatment infrastructure and the Department of Transport Drainage Division headquarters.

Planning Status

The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) (Santon Head Amendment) Order 1995 as sewage disposal works within a wider area of an Area of High Landscape or Coastal Value and Scenic Significance.

Planning History

PA 99/0845 - construction of sewage treatment plant with associated buildings and works, (IRIS Scheme) - permitted.

Works have also been undertaken to the building (mezzanine floor) and access to the site and around the office (PAs 05/0010 and 06/1724 respectively). Permission was recently granted to the erection of an additional cake silo (PA 07/0208) and for works to create a concrete base as a foundation for the installation of an oil/water separation unit (PA 07/0593).

The Proposal

There is an existing silo on site which is 8.7m high with a railinged top extending a further 1m. Proposed is an upward extension of the silo to a total height of 10.5m

Assessment

The proposed increase in height of the silo will have a limited impact: the increase takes the total height to only a little over than of the existing silo with the railings.

Party Status

The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

C 2. This permission relates to the extension of the silo as shown and described in drawings 9018/001 Rev I, 9018/002 Rev O and 9018/002 Rev I all received on 10th August, 2007.
