The site represents the curtilage of a substantial house standing in its own grounds which stretch from the rear of the Santon Motel alongside the A5 Castletown Road to the steam railway line to the south and with the B26 Ballavale Road to the east. On site there is the main dwelling and a large equestrian building to the rear.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as an Area of High Landscape or Coastal Value and Scenic Significance.
The dwelling was permitted under the provisions of PA 87/4782. Since then, a lake has been created within the grounds (PA 94/1246), two satellite dishes were permitted (96/1211), a conservatory and extensions were refused (PA 96/1238), landscaping works were approved (PA 96/1860), the conversion of a garage to a games room was permitted (PA 00/1941), a stable block was permitted on review (PA 00/2117), infilling was permitted (PA 01/0608), alterations to the stables were permitted (PA 01/1879), an administration wing added (PA 01/2500), creation of first floor balcony
(PA 02/0439), amendments to stables to create indoor riding area approved (PA 03/1569), permission granted retrospectively for three field shelters (PA 04/0539) and permission refused on appeal for the retention of an access track to the riding arena (PA 04/2458).
Now proposed is the excavation of the bank behind the existing house and the infilling of the space between the garage building and the house and an extension to accommodate a swimming pool, gym, spa, sauna suite. The building will extend back from the existing structure by 14m and the pool house roof will extend upward by 0.7m above the height of the existing adjacent outbuildings. The extended property will be 46m from the rear boundary behind which is the Santon Motel site.
Cleansing of the pool and suite will be by ozone, not emptying and re-filling which would, if necessary be undertaken using a tanker, not discharge to the watercourse.
The Isle of Man Water Authority recommend a note in respect of the supply of water to the site.
The property is already a substantial dwelling and the proposed extensions will not add to the principal elevations or to those particularly visible from any public perspective, particularly not from the steam railway. The extensions are not in any way similar to those refused under PA 96/1238. The proposals will not have any adverse impact on the appearance or character of the dwelling or on the amenities of those living close to the site.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Isle of Man Water Authority raise issues associated with the provision of a water supply, which are not material planning considerations and as such the Water Authority should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to the alterations and extensions shown in drawings 870.1, -.2 and -.3 all received on 14th August, 2007.
The external finishes of the extension must match those of the existing building in all respects.
