Officer's Report
The Site
The site represents the curtilage of an existing factory building situated on the western side of School Road to the north and east of residential development. To the north is an undeveloped field and to the north of this is Molly Quirk's Glen.
Planning Status
The site lies within an area designated on the Onchan Local Plan as Industry.
Planning History
Various applications have been sought and granted for the alteration of the building. Signage was permitted under PA 90/0173.
The Proposal
Proposed now is the erection of replacement signage on the front of the building, replacing the existing "Smiths" sign with "GE Aviation" in the same blue plastic lettering and with the same existing lighting above the letters.
Representations
Onchan District Commissioners and Department of Transport Highways and Traffic Division both raise no objection to the proposal.
Assessment
The change in lettering will have no adverse impact on the appearance of the building.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1.
a) The development hereby permitted shall be commenced before the expiration of four years from the date of this notice. b) Any advertisements displayed, and any site used for the display of advertisements, shall be maintained in a clean and tidy condition to the reasonable satisfaction of the Department. c) Any structure or hoarding erected or used principally for the purpose of displaying advertisements shall be maintained in a safe condition. d) Where an advertisement is required under these Regulations to be removed, the removal shall be carried out to the reasonable satisfaction of the Department. e) No advertisement is to be displayed without permission of the owner of the site or any other person with an interest in the site entitled to grant permission. f) No advertisement shall be sited or displayed so as to obscure, or hinder the ready interpretation of any traffic sign, railway or tramway signal or aid to navigation by water or air, or so as to render hazardous the use of any highway, railway, tramway, harbour or aerodrome.

This permission relates to the installation of signage as shown in drawings 01 and 04 received on 12th July, 2007.
