The site represents the curtilage of the detached dwelling Injebreck House, West Baldwin. The house occupies a prominent elevated position set back from the road by a driveway.
The site is located within an area identified as being 'High Landscape or Coastal Value and Scenic Significance' by the 1982 Development Order. The dwelling is not within a Conservation Area and is not a Registered Building; however Policy 7 of Planning Circular 1/98 is relevant as this relates to the replacement of windows in buildings erected before 1921 and not falling within the categories of Conservation Area or Registered Building. Specifically part ii) of Policy 7 states:
'In an individual building or group of buildings, whose principle elevations are readily visible from the public thoroughfare, if the original windows are in place, it may be possible to repair and renovate them. This can be done without permission, and will be encouraged by the Department. If repair is impracticable or the existing windows are not the originals, the preference will be for replacement windows on the said principle elevations, to have the same method of opening as the originals.
Whatever the material used in their construction, the windows MUST HAVE the same or similar pattern and section of glazing bars and the same or similar frame sections as the original windows.
Windows not part of the principle elevations and which are not readily visible from the public thoroughfare should preferably have the same or similar pattern of glazing bars as the originals, but not necessarily the original method of opening, whatever the materials used in their construction.
There have been no previously submitted planning applications considered to be specifically relevant to this planning application. There is however a further current planning application (07/01373/B) which seeks permission for the replacement of windows to the north and east elevations of the dwelling. This application and PA07/01373/B seek permission for different types of windows and as such have been submitted separately.
Proposed here is the replacement of existing windows to the south and west elevations with timber framed windows that replicate the glazing bars of each window which at present include a variety of designs. The proposal also includes the installation of a timber French door to replace an existing in the south elevation. Window details have been supplied indicating the design of each proposed replacement window and the French door.
The Department of Transport Highways Division do not oppose this application. Braddan Parish Commissioners have no objection to this proposal.
The Society for the Preservation of the Manx Countryside and Environment support this application.
Planning Circular 1/98 states that where the principle elevations are readily visible from the public thoroughfare replacement windows should have the same method of opening. The submitted details show that the windows to the south and west elevations would be replicated in material, method of opening and glazing bar pattern.
This application is considered to be acceptable as it preserves the original vernacular style of this traditional property.
It is recommended that this application be permitted.
