The Applicant, Rose Estates, are the owner of the existing Peveril Building, Douglas, for which planning for an extensive Façade Replacement was granted in December 2020 (Ref 20/01223/B).
Works on site are now well under way and this second application seeks approval for the external lighting and signage elements which have now been developed in detail.
This application does not change the building areas, building use or any of the other elements approved as part of the initial application.
As described in the initial planning application, the site is located in a prominent location on the junction of Bath Place, Peveril Square and Loch Promenade, opposite the Sea Terminal and is surrounded by a mix of traditional and modern properties predominantly consisting of commercial and retail uses, some of which already have external lighting similar to the scheme we are proposing for the new façade of the Peveril Building.
The Peveril Building in its current form was constructed in 1990 and the site is located within the Douglas Promenade Conservation area. The replacement façade works to the road facing sides approved as part of the planning application (Ref 20/01223/B) are now well under way and, as described in the original application, have a clear composition of base, Piano Nobile and roof scape, with contemporary detailing and expression and a slender, buff brick facing material.
The images below show the existing building in its context prior to commencement of refurbishment works and a render image of the façade replacement scheme as submitted with the original application.

The courtyard elevations, which are only barely visible from the public realm, will have an insulated render finish in a light off-white colour with the original brickwork on ground floor areas in good condition and to remain as existing.

This application seeks to introduce external facade lighting on the street facing building elevations to make the building look more attractive at dawn and dusk (in winter time in particular) and to accentuate the new brick façade and its rhythm.
On the upper office floors of the building (levels 2 and 3) small uplights (Type EXT/L01) are proposed to be added on each side of the brick column reveals to provide an uplight accent to each of the two levels. On the lower levels, downlights of similar appearance are proposed to be added to each side of the column reveal to continue the pattern from above (Type EXT/L02). The lights will be aligned with the top of the louvres and are mainly decorative – the main street lights will be reinstated when construction of the façade is completed and these will provide pavement lighting.
All cabling to the façade lighting will be concealed within the wall build up and discreetly connect to the back of the light fittings. No lighting is proposed at roof level.


Overall, the desired lighting effect on the street facing elevations is similar to the external building lighting of the Jubilee Buildings at the Promenade end of Victoria Street (see image below), but less frequent and more discreet and with no lighting recessed into pavement areas as this would not be supported by Douglas Corporation.
No additional lighting is proposed in the courtyard areas, the existing lighting is to remain in place where it is mounted on the ground floor brickwork elevations, new energy efficient LED lights will replace the lighting on the upper carpark level and the ramp area.
External signage elements are proposed to the elevation to Peveril Square, both at the top of the building and on top of the canopy at the main entrance. In both instances, the signage displays the name of the now confirmed main tenant of the building who will occupy the majority of the floors and who the building has now been named after.


The main building sign at the left-hand top of the building (EXT SIGN 01) is proposed to show the tenant’s name and the logo. The individual letters ‘S U N T E R A G L O B A L’ are proposed to be illuminated opal acrylic letters with a dark grey painted aluminium face to create a warm white ‘halo’ effect similar to the image shown below.
The circular logo is proposed to consist of a built-up opal acrylic circle with opal acrylic returns to create a similar effect, with the top left segment in orange and with orange LED halo effect.
The signage will be discreetly fixed on horizontal channels painted to match the building façade and all wiring will be concealed.
The sign above the canopy (EXT SIGN 02) is again proposed to show the main tenants name SUNTERA GLOBAL in individual letters, but the letters on this occasion will not be illuminated and fabricated from flat metal with a depth of ca 40mm and powdercoated dark grey (RAL 7021) to match the canopy colour and all other metal elements on the building. The letters will be fixed to a rail at the base and discreetly supported by a frame from behind which will be again powdercoated dark grey. All signage elements will be fabricated bespoke and further details can be submitted. A linear LED light will be fixed to the canopy to give a discreet glow to this sign at night time with all cabling and supports to be concealed in the canopy.
All light fittings and illuminated signage will consist of energy efficient and long-lasting LED lighting to ensure minimal running cost / electricity consumption and maintenance. The main light fittings are described in more detail in Appendix A below.
The light levels of all lighting will be tested and set on site to ensure that lighting is discreet and complementary to the buildings.



Façade lighting and illuminated signage will be controlled by a timer setting and will be on at set times at dawn and dusk. The timer will be set to switch lighting on at 7am and switch off when day light levels reach a specified level and external lighting will then be off during the day. The lighting will then switch on again based on daylight levels in the afternoon (winter) / evening (summer) and switch off at 10pm at night.
Lighting to the main building entrance towards Peveril Square will be set to the same timings, whereas lighting in courtyard /car parking areas and to escape exits will be on PIRs and will only be in operation when movement is detected.
Any lighting to plant areas at roof level will be minimal and switched manually.
03.01. CCTV Cameras
External CCTV cameras are already in existence in various locations in the courtyard and at the carpark entrance ramp areas. These will generally be retained or replaced by newer building mounted cameras compatible with the buildings security system, but no additional cameras are proposed in these areas.
An additional CCTV camera is proposed for security purposes in the main entrance area on Peveril Square. This camera will be a dome camera discreetly mounted to the underside of the canopy with all cabling again concealed.
Associate signage required by law will also be displayed in the vicinity of each of the entrances / cameras.
Door controls and swipe card readers are again already in place adjacent to various doors in the courtyard / carpark area under croft. These will again stay as existing or be replaced by newer models in the same locations. A long-distance card reader is also in place at the ramp leading to the first-floor carpark – this and the automatic shutter it controls will again remain in place.
The outer door of the main entrance will be manually locked only and no external door controls are required – the swipe card reader will be located in the lobby area.
