The Site
The site represents the curtilage of Unit 8, Block C, Springham Industrial Estate, Spring Valley Industrial Estate. This part of the Industrial Estate displays several uses including car sales and distribution warehouses.
Planning Status
The site is located within the parish of Braddan and is identified as being within an area of 'Predominantly Industrial Use' by the Braddan Parish District Local Plan.
Planning History
PA 03/01040/B sought permission for the change of use from light industrial to retail for the sale of rain water goods and conservatories. This was permitted 2nd October 2003.
The Proposal
This proposal seeks permission for a change of use from retail to light industrial/storage use and so is effectively a reversal of the permitted PA 03/01040/B.
Representations
Braddan Parish Commissioners have no objection to this application. The Department of Transport Highways Division does not oppose this application.
The Isle of Man Fire and Rescue Service attach a not relating to fire safety.
Assessment
A reversion to industrial/storage use is considered to be an improvement to the current situation as it reintroduces a more appropriate use to this area zoned as 'Predominantly Industrial Use' by the Braddan Parish District Local Plan. This would be anticipated to reduce the number of vehicles requiring access to the site and so would represent a beneficial change of use to the area as a whole.
Recommendation
It is recommended that this application is permitted.
Party Status
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:
- Braddan Parish Commissioners
- The Department of Transport Highways Division

The applicant is advised to consult the Fire Safety Department with regard to the general Fire Precautions and access for fire appliances and for the provision of fire hydrants.
