Officer's Report
The Site
The site represents the curtilage of an existing residential dwelling lying on the north side of Howe Road which sits to the north of and runs parallel to the A2 main road and the Manx Electric Railway. The house is a large detached split-level bungalow with an attached double garage of which there are many similar properties on both sides of the road.
Planning Status
The site lies within an area designated by the Isle of Man Planning Scheme (Onchan Local Plan) 2000 as Residential.
Planning History
Alterations and additions to provide a study, guest room and garage were made under PA 87/00781/B, an extension to form a utility room was permitted under PA 87/01201/B and two replacement windows were installed under PA 98/00425/B. A conservatory was added under PA 99/01487/B but an extension to the garage front and rear with an attached balcony was refused under PA 99/02010/B. A further extension to the dwelling and garage was refused at appeal under PA 00/00494/B but an extension to the rear of the garage and installation of a rooflight was
permitted under PA 01/02564/B. The installation of a new window and the repositioning of a door to the side elevation were permitted on review under PA 02/01770/B.
The Proposal
Proposed is the installation of a PVC lantern light on the existing rear flat roof along with two Velux roof lights on the existing tiled roof above the existing kitchen. Also proposed is the creation of an office under the existing patio and extending it with the boundaries of the existing garage.
Representations
The Department of Transport (Highways Division) has no views on this application and do not oppose it.
Onchan District Commissioners recommend that the application be approved subject to the confirmation that the office is for home use only and that clients will not be visiting the property.
Assessment
The proposed creation of the office below the existing patio is within the existing boundaries of the dwelling. The proposed lantern light on the flat roof to the rear and the roof lights on the pitched rear roof do not overlook or impose on any of the adjacent dwellings. The property has already been extensively developed and extended and the proposals pose no problems with regards to the character of the dwelling.
Party Status
The Department of Transport (Highways Division) and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2006, considered "interested persons" and as such should be afforded party status.
