HIGHWAYS DEVELOPMENT CONTROL Planning Application Response
Date of Response: 15December 2021 Date of Application: 24 Nov 2021 Application Reference: 21/01420/B Location Address: 26 Ballabrooie Way Douglas Isle Of Man IM1 4EN Description: Creation of vehicular access & off street parking Highways Comments: The proposal to create a vehicular access and dropped crossing of the footway and provide a larger area of hardstanding is acceptable from the Highways DC viewpoint. The layout depicts an extension to the dropped crossing serving no 24 with water hydrant, ‘H’ bar and any disc zone markings adjusted. These works would require a separate permission after grant of any planning consent under a s109(A) Highway Agreement and highway licences should there be need to use the highway during construction. There would be adequate: • Exit visibility splays at 2 x 38m in each direction slightly below the minimum required for a 30mph limit of 2 x 43m in each direction. The April to May 2021 recorded 85th percentile speeds are lower at 24.4mph for which extents of 33m are the minimum required. • Driveway width at 3.2m on widening and the path retained. • Driveway surfacing in a consolidated and bound material. • Space to park two cars nose to tail meeting the IOM strategic plan minimum car parking standard. The Applicant shall provide surface water drainage where necessary to prevent water from flowing out onto or damaging the public road. Similarly, on construction of the vehicular access, the existing road drainage must either be retained or an effective alternative scheme provided at the Applicant’s / Developer’s expense on a satisfactory arrangement being drawn up and agreed with the Highway Services’ Drainage team. The proposal is unlikely to give rise to significant road safety or network functionality issues. Accordingly, no opposition is raised subject to conditions for the layout to accord with Drawing No: 1610 - 3. The Applicant to note the need for s109(A) Highway Agreement and highway licences. Recommendation: DNOC
