Officer's Report
The proposed satellite dishes will not be visible from Victoria Street due to the height of the building and will not impact on the visual amenities of the street scene. Therefore the proposal will not adversely affect the character and appearance of the Conservation Area.
In respect of the impact on Lord Street, the area is not designated as a Conservation Area. The dishes will be set back from the rear wall of the building that faces towards Lord Street. The dishes may be partially visible from the public highway of Lord Street. On balance I do not feel the proposal will cause any significant harm to the visual amenities of the street scene.
I therefore recommend that planning permission be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the installation of satellite dishes as shown in drawing numbers 32262/01, 32262/02, 32262/03, 32262/04 and photograph date stamped 14th May 2007.
C 3. In the event of the satellite dishes installed under this approval becoming redundant they must be taken down and removed from the site within 3 months of cessation of use.
I confirm that this decision accords with Government Circular Nos 44/05 (Delegation of Functions to Director of Planning and Building Control) and 47/05 (Delegation of Functions to Senior Planning Officer)
