Officer's Report
The Site
The site represents the curtilage of a newly permitted farm dwelling, lying on the northern side of the Bayrauyr - the road between St. Mark's and The Gate.
Planning Status And Relevant Policies
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as white land, that is not designated for development.
Planning History
Planning permission was granted for the erection of the farm dwelling and an associated farm building under PAs 05/0512 and 06/1342.
The Proposal
Proposed now is a modification to the permitted farm dwelling in terms of the increase in height of the permitted rear annex. The new annex will now be two storey but with a ridge height significantly below the main ridge. The rear annex lies to the north of the house and as such is not seen from the principal viewpoint to - from the Bayrauyr.
Assessment
The proposal has only a limited impact on the appearance of the property and this impact is generally not appreciated by the public who will not be able to see clearly this elevation of the property.
Whilst Society for the Preservation of the Manx Countryside and the Environment note that they thought that the originally permitted dwelling was too large and outside the price bracket affordable by most farm workers, this was clearly not accepted when the application was permitted. It is not reasonable to assume that farm workers have any less living standard requirements than other people who live in the countryside or anywhere else and this proposal simply allows for a second bathroom to serve the four bedrooms permitted within the dwelling.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Society for the Preservation of the Manx Countryside and Environment are not directly affected by this development and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the extension of the permitted dwelling as shown and described in drawings HLK/06/0144/2B, -/3, -/4 and -/5 all received on 22nd May, 2007.
C 3. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was in agriculture in the Island and including the dependants of such persons as aforesaid.
C 4.
The external finishes of the extension must match those of the existing building in all respects.
