Officer's Report
The property is located within a Conservation Area. The proposed works are set to the rear and will not be visible from the public highway of Bucks Road. The proposal will be partially visible from the Kensington Road through a gap between No.79 Bucks Road and the Youth Centre on Raphael Road. I do not feel the proposal will prominent when viewed from this point. I therefore feel the proposal will not adversely affect the visual amenities of Kensington Road.
In respect of the impact on No.73 Buck Road, the neighbouring property has a two storey extension project to the rear boundary of its site. This proposal will not cause any impact in terms of overshadowing and overlooking.
The neighbouring property of No.77 is used as commercial offices. The rear is used as a parking area. This proposal will not cause any significant harm the occupiers of No.77 Bucks Road.
I therefore recommend that planning permission be granted subject to conditions.
PARTY STATUS
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst IoM Fire and Rescue Service represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.

This permission relates to alterations and erection of a single storey rear extension with roof garden/terrace as shown in drawing numbers 1.7113-001-00 and 1.7113-101-00 date stamped 29th May 2007.
C 3.
No facing materials shall be used other than materials similar to those used on the existing building.
N 1.
The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
